AGENDA ITEM 6 E <br />STAFF ORIGINATOR: Mary Kay Wyland <br />DATE: 12/12/96 <br />TOPIC: 96-38, AdGraphics, 2300 Main Street, Sign Variance <br />BACKGROUND: <br />AdGraphics is requesting a sign variance to allow their Business Identification <br />and two directional signs to be located 5' from the front property line. Aside from <br />the setback, the signs meet all other requirements of the existing Sign <br />Ordinance. The existing Sign Ordinance requires a 20' setback in the Light <br />Industrial Zoning District, therefore, the need for variance. <br />For several months, staff has been working on revising the existing sign <br />ordinance. A Public Hearing was scheduled for Wednesday, December 11, with <br />the P & Z to discuss the revisions to that ordinance. After a brief discussion, the <br />P & Z continued the Public Hearing to the January meeting to allow additional <br />time for review and consideration. They were, however, in concurrance with the <br />recommendation to change the setback requirement to 5' for the Light Industrial <br />Zoning District. The City's EDAB Board also recommended concurrence with <br />the 5' setback change. <br />In Tight of the proposed Ordinance Amendment, the Planning and Zoning Board <br />recommend approval of the sign variance, We would suggest the following in <br />regard to the criteria established for variance review. <br />A. That the property in question cannot be put to a reasonable use if used under <br />conditions allowed by the official controls. The sign could be located 20' from <br />the property line, however, visibility would be severely restricted. <br />B. That the plight of the landowners is due to circumstances unique to his <br />property not created by the land owner. The property in question has been <br />landscaped with berms and vegetation that would further restrict the visibility of <br />
