Should it be more active in <br />promoting or facilitating development consistent with planning goals? <br />Or should the city be a more passive participant in the development <br />process? <br /> <br />Recommendation: Implementation Section of Economic Development <br />Plan (Chapter 5) provides some guidance; revisit this question when <br />updating that Chapter. <br /> <br />LP-4 Unsewered residential <br />neighborhoods (P&Z <br />Comments) <br />Existing residential neighborhoods designated “Urban <br />Reserve” in several locations are surrounded by urban <br />land use designations and/ or areas staged for <br />development before 2030. (Example: Maple Lane <br />neighborhood.) <br />• Need to be clear about whether these areas are eligible for extension <br />of public sewer and/or water service and under what circumstances. <br />• Plan should allow for extension of public sewer to individual lots when <br />feasible and/or necessary to solve public health problems, without the <br />need for complicated amendments to the Plan. <br /> <br />Recommendation: Include criteria in appropriate plan text (Land Use <br />and/or Sewer Chapters) to allow some flexibility for sewer extensions <br />without the need for Plan amendments. <br />
