COUNCIL MINUTES February 11,2013 <br /> APPROVED <br /> CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 <br /> 5 DATE : February 11, 2013 <br /> 6 TIME STARTED : 6:30 p.m. <br /> 7 TIME ENDED : 6:50 p.m. <br /> 8 MEMBERS PRESENT : Council Member Stoesz, O'Donnell, Rafferty, <br /> 9 Roeser, and Mayor Reinert <br /> 10 MEMBERS ABSENT : none <br /> 11 <br /> 12 Staff members present: City Administrator Jeff Karlson; Community Development Director Michael <br /> 13 Grochala; Chief of Police John Swenson; City Attorney Joseph Langel; and City Clerk Julie Bartell <br /> 14 <br /> 15 PUBLIC COMMENT <br /> 16 <br /> 17 Charlie Swanson, 1210 Buckthorn Lane, addressed the council regarding his concern about pet <br /> 18 owners not picking up their pet's waste. It's been a long-standing problem in his neighborhood and <br /> 19 he was promised previously that waste holder dispensers would be installed but it never happened. <br /> 20 He has spoken with the Police Department but the Community Service Officer who assisted had no <br /> 21 idea what the city fine is for not picking up. In his area, neighbors are using a field across the way as <br /> 22 a bathroom for their dogs and not picking up the waste. Council Member Rafferty noted that there <br /> 23 has been a similar problem in his neighborhood; his HOA paid for the special boxes and it has helped <br /> 24 somewhat. <br /> 25 <br /> 26 Mayor Reinert asked that the matter be put on a work session agenda and the council asked to add the <br /> 27 matter of leash regulations to that discussion. Police Chief Swenson added that the Police <br /> 28 Department is working on a YouTube video for animal control information; it should be available <br /> 29 soon(March/April). <br /> 30 <br /> 31 SETTING THE AGENDA <br /> 32 <br /> 33 The agenda was approved as presented. <br /> 34 <br /> 35 CONSENT AGENDA <br /> 36 <br /> 37 Council Member Rafferty moved to approve the Consent Agenda, Items 1 A throughl D, as presented. <br /> 38 Council Member Stoesz seconded the motion.
