COUNCIL MINUTES February 11,2013 APPROVED CITY OF LINO LAKES 2 MINUTES 3 4 5 DATE : February 11, 2013 6 TIME STARTED : 6:30 p.m. 7 TIME ENDED : 6:50 p.m. 8 MEMBERS PRESENT : Council Member Stoesz, O'Donnell, Rafferty, 9 Roeser, and Mayor Reinert 10 MEMBERS ABSENT : none 11 12 Staff members present: City Administrator Jeff Karlson; Community Development Director Michael 13 Grochala; Chief of Police John Swenson; City Attorney Joseph Langel; and City Clerk Julie Bartell 14 15 PUBLIC COMMENT 16 17 Charlie Swanson, 1210 Buckthorn Lane, addressed the council regarding his concern about pet 18 owners not picking up their pet's waste. It's been a long-standing problem in his neighborhood and 19 he was promised previously that waste holder dispensers would be installed but it never happened. 20 He has spoken with the Police Department but the Community Service Officer who assisted had no 21 idea what the city fine is for not picking up. In his area, neighbors are using a field across the way as 22 a bathroom for their dogs and not picking up the waste. Council Member Rafferty noted that there 23 has been a similar problem in his neighborhood; his HOA paid for the special boxes and it has helped 24 somewhat. 25 26 Mayor Reinert asked that the matter be put on a work session agenda and the council asked to add the 27 matter of leash regulations to that discussion. Police Chief Swenson added that the Police 28 Department is working on a YouTube video for animal control information; it should be available 29 soon(March/April). 30 31 SETTING THE AGENDA 32 33 The agenda was approved as presented. 34 35 CONSENT AGENDA 36 37 Council Member Rafferty moved to approve the Consent Agenda, Items 1 A throughl D, as presented. 38 Council Member Stoesz seconded the motion.
