This is a partial report covering January 1- September 4, 2008, during <br />which time I was the Chairperson: <br />2008 Lino Lakes Charter Commission Annual Report <br />Approved by the Charter Commission on January 8, 2009 <br />' New officers of the Charter Commission were installed at the January 17, 2008 as per <br />Commission By-laws. They include Chair Cori Duffy, Vice -Chair Caroline Dahl. Secretary <br />Kelly Gunderson and Assistant Secretary Chris Lyden were installed at the April 17, 2008 <br />meeting. <br />Paul Montain was removed from his position as Commissioner effective January 15, 2008 for <br />failing to perform the duties of his office. Bob Bening resigned as Commissioner effective <br />February 12, 2008. Kelly Gunderson and Chris Bretoi were appointed to complete the terms of <br />these outgoing Commissioners, both of whose terms expire December 31, 2009. <br />Meetings <br />Full meetings of the Charter Commission were held on January 11, April 17, July 17. Additional <br />special meetings were held on February 28, May 22, June 18, August 21, and September 10. <br />This report seeks to outline major activities and concerns of the Commission as discussed in <br />Charter meetings. <br />Minutes <br />The Commission is satisfied with the business hired by the City to record Charter meetings. In <br />an effort to save money, the Charter Commission Secretary recorded the minutes for the <br />special meetings held throughout the year. <br />Council/Commission <br />Communications between the Commission and the City Council remain strained. In December <br />2007, the Commission presented a charter amendment to the City Council aimed at addressing <br />the concerns of the city regarding road reconstruction procedures outlined in the charter. The <br />city council rejected the Commission amendment without attempting to compromise with the <br />Commission on the issues.
