Staff, including the police and fire department, have reviewed the applications submitted for <br /> 70 this year's festival and have signed off on the permits with the understanding that the applicants will <br /> 71 continue to follow their instructions on safety, signage and parking up to and through the festival. <br /> 72 Staff is recommending approval of the permit applications. <br /> 73 <br /> 74 Council Member Roeser moved to approve Resolution No. 12-64 as presented. Council Member <br /> 75 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br /> 76 <br /> 77 3B)- Resolution-No. 12-65,Appr-oving a special event permit for Miller's on Main annual <br /> 78 music/tent event, to be held on August 17 & 18-City Clerk Bartell reported that Chad Wagner, <br /> 79 owner of Miller's on Main, has applied to the city for permission to conduct a music event on August <br /> 80 17 and 18. Mr. Wagner is requesting a special event permit to allow this activity. Staff has been <br /> 81 working with him to ensure that the event is planned to comply with appropriate regulations, <br /> 82 including public safety requirements. In that light a list of conditions has been developed and are set <br /> 83 forth as Attachment A to Resolution No. 12-65. Staff is recommending approval of the resolution <br /> 84 authorizing the special event permit. <br /> 85 <br /> 86 Council Member Rafferty asked what consideration is given to noise concerns that could occur with <br /> 87 this type of event?. City Clerk Bartell responded that the Police Department has conducted noise <br /> 88 monitoring of the event several times in the past. The noise levels have not been found to exceed <br /> 89 those allowed under the city's noise ordinance. The conditions attached to the permit do include <br /> 90 instructions related to controlling sound amplification. <br /> 2 <br />
