COUNCIL MINUTES July 23, 2012 <br /> APPROVED <br /> 91 <br /> 92 Council Member Roeser moved to approve Resolution No. 12-65 as presented. Council Member <br /> 93 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br /> 94 <br /> 95 6C) Resolution No. 12-75,Approving amendment to Joint Cooperative Agreement and <br /> 96 approving issuance by the North Metro Telecommunications System of certain refunding bonds <br /> 97 -Administrator Karlson explained that an amendment is requested to allow the refinancing of certain <br /> 98 bonds for North Metro's facilities; the refmancing would result in significant savings. As part of the <br /> 99 refinancing action, the lending institution has identified that all directors to the commission(including <br /> 100 alternates) should be elected officials. Currently Mr. Karlson is serving as alternative; Council <br /> 101 Member Stoesz serves as the appointee. <br /> 102 <br /> 103 Council Member Rafferty moved to approve Resolution No. 12-75 as presented. Council Member <br /> 104 Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br /> 105 <br /> 106 6D) Appointment of Alternate Director to North Metro Telecommunications Commission <br /> 107 <br /> 108 Mayor Reinert moved to approve the appointment of Rob Rafferty to the alternate position. Motion carried on a unanimous voice vote. <br /> 110 <br /> 111 PUBLIC SAFETY DEPARTMENT REPORT <br /> 112 <br /> '13 There was no report from the Public Safety Department. <br /> 114 <br /> 115 PUBLIC SERVICES DEPARTMENT REPORT <br /> 116 <br /> 117 There was no report from the Public Services Department. <br /> 118 <br /> 119 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br /> 120 <br /> 121 6A) Resolution No. 12-62,Approving Use of City Property for Blue Heron Days Events- <br /> 122 Economic Development Coordinator Divine-explained that the Blue Heron Days Committee has <br /> 123 requested use of Lino Park for festival events. Events included are Magic-Bounce, Chamber of <br /> 124 Commerce Business Expo and Craft Fair,Chamber bingo, free yoga, Lions petting zoo, Centennial <br /> 125 Girl Scouts Kiddie Carnival and the family movie night. Staff is requesting that the council approve <br /> 126 the resolution that will allow use of city property for the festival. <br /> 127 <br /> 128 Council Member O'Donnell moved to approve Resolution No. 12-62 as presented. Council Member <br /> 129 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 130 <br /> 131 6B) Resolution No. 12-63, Providing Liability Insurance for certain Blue Heron Days events - <br /> 132 Economic Development Coordinator Divine explained that the city is regularly requested to extend its <br /> 133 insurance coverage to certain festival events. Staff and the League of Minnesota Cities have reviewed <br /> 134 the events and have determined it is appropriate for the city to assume liability for the noted events. <br /> 3 <br />
