COUNCIL MINUTES September 12, 2016 <br />APPROVED <br />125 - Planning and Zoning Board review (in compliance with city guides); <br />126 - Density of development; <br />127 - Zoning implications; <br />128 - Stormwater management recommendations; <br />129 - Cash in lieu of dedication fees; <br />130 - Accessory structure agreement (allowing existing to remain on site for a certain period); <br />131 - Environmental Board review (no concerns); <br />132 - Public hearing comments (tree removal, landacaping and building design standards). <br />133 She reviewed the council actions requested. <br />134 Mayor Reinert asked if there were any resident issues (from those living in the area). Ms. Larsen <br />135 reiterated the public hearing comments included in the report, regarding trees and building standards. <br />136 The type of home will be similar to those already built in the area. <br />137 Mayor Reinert asked if there are any concerns about drainage changes. Ms. Larsen suggested that any <br />138 issues seen in the past have pretty much been resolved and she isn't aware of any current issues. Mayor <br />139 Reinert suggested that when there are such issues, he wants people to know that the city will respond and <br />140 that is a promise that continues over time. <br />141 Council Member Manthey asked if White Pine Road will be disturbed and Ms. Larsen suggested any <br />142 disturbance would be minimal since the road is already there — mostly dirt moving and normal home <br />143 construction activities. <br />144 Council Member Kusterman moved to approve Resolution No. 16-90 as presented. Council Member <br />145 Manthey seconded the motion. Motion carried on a voice vote. <br />146 Council Member Kusterman moved to approve Resolution No. 16-104 as presented. Council Member <br />147 Manthey seconded the motion. Motion carried on a voice vote. <br />148 C) Consider 2nd Reading of Ordinance No. 0946, Amending City Code Section 1007 by <br />149 adding Section 1007.056 Opting -Out of the Requirements of Minnesota Statutes, Section 462.3593 <br />150 — City Planner Larsen noted that the council previously reviewed and approved the Pt reading of this <br />151 ordinance that allows the city to opt out of the state approved allowance of certain accessory structures. <br />152 Staff feels there are too many unknowns with allowing this type of structure. <br />153 Council Member Rafferty moved to waive the full reading of Ordinance No. 09-16 as presented. <br />154 Council Member Maher seconded the motion. Motion carried on a voice vote. <br />155 Council Member Rafferty moved to approve the 2nd Reading and adoption of Ordinance No. 09-16 as <br />156 presented. Council Member Manthey seconded the motion.
