If feasibility study project is done and completed the cost rolls into the project. If the project doesn't <br />happen, the city eats the cost and has expended a ton of time into it as well. How can the city recapture <br />any of these costs? If the expense doesn't increase the property value, it still can't be assessed. <br />Question from Laura C - <br />Should anything else be addressed in a charter change other than just Street Reconstruction? <br />Michael feels that this is the main issue that should be addressed. <br />Stephen feels there is some tidying up that should be done. <br />Commission member warned that it would be unlikely to get the unanimous agreement on changes even <br />if under legal advisement. Recommended to just stick to the issue at hand. <br />Mr. Bubul distributed a memo (included) outlining his legal opinion on several points raised by a <br />Charter Commission member and given to the Citizen's Task Force questioning whether a repair is an <br />improvement. <br />
