Memorandum <br />Date: July 16, 2007 <br />To: Charter Commission <br />From: Gordon Heitke <br />Re: Quarterly Update <br />Five Year Financial Plan <br />Activity related to updating the Five Year Financial Plan will occur in conjunction with <br />the 2008 budget preparation and adoption process, with adoption occurring in December, <br />2007. Departments have begun developing their 2008 annual budgets, which will be <br />compiled into an agency budget for review and discussion with the City Council August <br />22, 2007. Following the adoption of the preliminary budget and levy in September, <br />preparation on the Five Year Financial Plan update will take place with adoption <br />occurring in December. <br />Public Improvement Petitions <br />The City has not received any new petitions for public improvements. <br />Street Reconstruction <br />Feasibility studies have been updated for the West Shadow Lake Drive and Shenandoah <br />Area proposed street reconstruction projects. Neighborhood meetings and public <br />hearings have been conducted. The process is in the sixty day period following the <br />public hearing to allow for opposition petitions to be brought forth. Following this <br />period, the City Council will be discussing whether to place any street reconstruction <br />projects on the ballot in November 2007. <br />
