Charter Commission <br />June 14, 2007 <br />Page 2 <br />APPROVED <br />45 MOTION by Commissioner Trehus, seconded by Commissioner Zastrow, to approve the April <br />46 12, 2007, Charter Commission meeting minutes as amended. Motion carried unanimously. <br />47 <br />48 OLD BUSINESS <br />49 <br />50 A. Review April Meeting Minute Format — Commissioner Dahl stated that she would like <br />51 to see a brief summary of discussion and conclusions in the meeting minutes. <br />52 <br />53 MOTION by Commissioner Carlson, seconded by Commissioner Handrick, to use a short <br />54 paragraph format on discussion and results in the meeting minutes. Motion carried unanimously. <br />55 <br />56 B. Joint Charter/Citizen's Task Force Meeting — May 15 Task Force meeting minutes <br />57 were discussed and Commissioner Trehus noted that comments appeared to be missing or <br />58 incorrect including his own. Commissioner Dahl suggested that Commissioner Trehus contact <br />59 the secretary to state his concerns. <br />60 <br />61 Commissioner Storberg asked why Commissioner Bening was asked to give his opinion at the <br />62 meeting and said it was his opinion only and then a memo to the task force was done for her <br />63 only. Chair Duffy stated that the memo to the task force was done since she asked Commissioner <br />64 Storberg not to hand out the memo. The Commission discussed the reasoning behind <br />.-� 65 Commissioner Storberg's actions and the ramifications. <br />66 <br />67 MOTION by Commissioner Trehus, seconded by Commissioner Stockman Maher, to table the <br />68 conversation until a future meeting. <br />69 <br />70 Commissioner Stockman Maher withdrew her second. Commissioner Trehus withdrew his <br />71 motion. <br />72 <br />73 Commissioner Handrick stated that the Charter should be changed and suggested looking at the <br />74 language used by Mounds View. Commissioner Rosemary Williams stated that changes made to <br />75 the Charter will only weaken it. Commissioner Vacha stated that every charter is designed <br />76 specifically to its own city and the distinction between maintenance and improvements needs to <br />77 be clarified. <br />78 <br />79 MOTION by Commissioner Vacha, seconded by Commissioner Handrick, to create a <br />80 subcommittee to define maintenance over improvements as stated in Section 8 of the Charter. <br />81 Motion carried unanimously. <br />82 <br />83 Commissioners Carlson, Vacha, and Zastrow volunteered to be on the subcommittee. <br />84 <br />85 C. Other Citizen's Task Force Meetings — Chair Duffy stated that the portion of the June <br />86 12, 2007 meeting minutes regarding Section 8 are very illuminating and bode well for the <br />87 Charter. Trehus noted that there was also talk of creating a road construction fund in the <br />88 minutes. <br />2 <br />
