Or should the city be a more passive participant in the <br />development process? <br />o Recommendation: Implementation Section of Economic <br />Development Plan provides some guidance; revisit this question <br />when updating that Chapter. <br /> Unsewered Residential neighborhoods (LP-4) <br />o Exisitng residential neighborhoods designated “Urban Reserve” in <br />several locations are surrounded by urban land use designations <br />and/or areas staged fro developmnet before 2030. <br />o Need to be clear about wheather these areas are eligible or <br />extension of public sewer and/or water service and under what <br />circumstances. <br />o Plan should allow for extension of public health problems, without <br />the need for complicated amendments to the Plan. <br />o Recommendation: Include criteria in appropriate plan text (Land <br />Use and/or Sewer Chapters) to allow some flexibility for sewer <br />extensions without the need for Plan amendments. <br /> Residential Densities (LP-5) <br />o Residential densities at least 3.0 units/acre to meet regional <br />policies (same as 2030 plan.) <br />o Plan must guide land to accommodate city’s share of regional <br />affordable housing need <br />o Recommendation: Ensure that land use plan continues to meet the <br />3 units/acre goal. If necessary, adjust the Mixed Use category to <br />accommodate the minimum number of affordable units. <br /> <br />B. Housing Chapter <br /> Housing Plan <br />o Assess the current housing stock <br />o Project housing needs <br />o Describe implementation tools for meeting the needs <br /> Affordable Housing Need <br />o Affordable Housing Unit Needs for Lino Lakes, 2021-2030 <br /> At or below 30% AMI = 284 Housing Units <br /> 31-50% AMI = 197 Housing Units <br /> 51-80% AMI = 34 Housing Units <br />o What is “affordable”? <br /> 2017 Median income (for household of 4) = $90,000 <br /> 80% = $68,000 <br /> Affordable home price $236,000 <br />o 56% of existing Lino Lakes housing stock in 2017 is affordable <br />(Metro Council) <br />o 1,700 new households to be added 2021-2030 <br />o 515 affordable units = about 30% of total <br /> Residential Densities
