Consider 2"d Reading of Ordinance No. 09-12, granting a nonexclusive gas franchise to Circle <br /> 57 Pine/Centennial Utilities <br /> 58 <br /> 59 ii. Consider Resolution No. 12-114, summarizing Ordinance No. 12-09 for publication purposes <br /> 60 <br /> 61 Administrator Karlson briefly reviewed the terms of the proposed 20 year franchise agreement with <br /> 62 Centennial Utilities. He is requesting that the council approve the second reading of the ordinance on <br /> 63 the agreement. He is also requesting approval of a resolution authorizing summary publication of the <br /> 64 ordinance. <br /> 65 <br /> 66 Council Member Roeser moved to waive full reading of Ordinance No. 09-12. Council Member <br /> 67 O'Donnell seconded the motion. Motion carried on a unanimous voice vote. <br /> 68 <br /> 69 Council Member O'Donnell moved to approve the 2nd reading and adoption of Ordinance No. 09-12 <br /> �-- 70 as presented. Council Member Roeser seconded the motion. Motion carried: Yeas; 5;Nays none. <br /> 71 <br /> 72 Council Member Roeser moved to approve Resolution No. 12-114 as presented. Council Member <br /> 73 Rafferty seconded the motion. Motion adopted on a unanimous voice vote. <br /> 74 <br /> 75 3B) Resolution No. 12-109, Approving a Joint Powers Agreement with Anoka County for <br /> 76 Assessment of Property—Administrator Karlson explained that, based on council direction, staff has <br /> 77 reviewed the prospect of obtaining assessment services through other means, i.e. a contract with a <br /> 78 private company or having in-house staff As he explained at the council work session, he isn't <br /> 79 seeing savings through other means that would justify a contract change. Staff is recommending that <br /> 80 the city continue the contract with Anoka County for the services. <br /> 81 <br /> 82 Council Member Roeser moved to approve Resolution No. 12-109, as presented. Council Member <br /> 83 Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br /> 84 <br /> 85 3C) 1st Reading of Ordinance No. 12-12, Establishing the 2013 City Fee Schedule—City Clerk <br /> 86 Bartell explained that for efficiency and clarity, city fees are consolidated into one schedule that is <br /> 87 adopted annually. The 2013 proposed fee schedule is before the council and it includes several staff <br /> 88 recommended changes that are noted in red in the ordinance. The changes are to remove obsolete <br /> 89 language and to adjust building permit and land use fees. Staff is recommending that the council <br /> 90 approve the 1st reading of Ordinance No. 12-12. <br /> 2 <br />
