COUNCIL MINUTES February 14, 2011 <br /> APPROVED <br /> 91 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br /> 93 5A) Resolution No. 11-20,Accepting bids and awarding a lease agreement for farmland owned <br /> 94 by the city—Public Services Director DeGardner reported that two bids were received for use of the <br /> 95 farmland. Staff is recommending that the council authorize execution of a Farmland Lease <br /> 96 Agreement with the low bidder, Jim Cardinal. <br /> 97 <br /> 98 The mayor and a council member noted that this land was originally intended for a community center. <br /> 99 It is good that the land is being leased for use; it may be appropriate to discuss also getting movement <br /> 10o toward that original goal. The council is happy to have the discussion, understanding that funding is <br /> 101 the problem. <br /> 102 <br /> 103 Council Member Gallup moved to approve Resolution No. 11-20 as presented. Council Member <br /> 104 O'Donnell seconded the motion. Motion carried on a unanimous voice vote. <br /> 105 <br /> 106 5B) Resolution No. 11-21,Approving 2011 Park Board Goals - Public Services Director <br /> 107 DeGardner reviewed the 2011 goal of installing a new open air shelter at Sunrise Park (and removal <br /> 108 of the two existing shelters). Funding for the project would come from Dedicated Park Funds as well <br /> 109 as insurance reimbursement for damages to one of the existing buildings. <br /> 110 <br /> 111 Council Member O'Donnell moved to approve Resolution No. 11-21 as presented. Council Member <br /> 112 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 13 <br /> 114 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br /> 115 <br /> 116 6A) Public Hearing regarding Vacation of Easement for Drainage and Utility Purposes over all <br /> 117 of Lot 5, Block 2, Century Farm North 4th Addtion—Community Development Director Grochala <br /> 118 remarked that staff had originally requested that this public hearing be closed however new <br /> 119 information has been received and they are now requesting that the public hearing be continued to <br /> 120 February 28, 2011. <br /> 121 <br /> 122 Council Member Rafferty moved to continue the public hearing as requested by staff. Council <br /> 123 Member Gallup seconded the motion. Motion carried on a unanimous voice vote. <br /> 124 <br /> 125 6B) Resolution No. 11-14, Approving 2011 Environmental Board Goals—Environmental <br /> 126 Coordinator Asleson introduced Lino Lakes Environmental Board Chair Mary Jo O'Dea and Board <br /> 127 Member Barbara Bor who reviewed the 2011 goals. They thanked the council in particular for <br /> 128 supporting the goal of establishing a community garden area. <br /> 129 <br /> 130 The mayor complimented the board on its work and goals and indicated that the council is very <br /> 131 interested in meeting with them. <br /> 132 <br /> 133 Council Member O'Donnell moved to approve Resolution No. 11-14 as presented.
