COUNCIL MINUTES March 28, 2011 <br /> APPROVED <br /> 91 <br /> 92 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br /> 93 <br /> 94 6A) Century Farm North: i) Second Reading of Ordinance No. 7-11, amending the Planned <br /> 95 Unit Development Zoning and the PUD Development Stage Plan/Preliminary Plat; and ii) <br /> 96 Second Reading of Ordinance No. 06-11, approving the vacation of a drainage and utility <br /> 97 easement—Community Development Director Grochala briefly reviewed the ordinances and noted <br /> 98 that they received approval of the first reading on March 14, 2011. He clarified that the proposed <br /> 99 amendments to the development plans will not add any units to the original plans nor change the area <br /> 100 of land for each of the dwelling units. <br /> 101 <br /> 102 Council Member Roeser moved to waive full reading of Ordinance No. 7-11. Council Member <br /> 103 Rafferty seconded the motion. Motion carried: Yeas; 4; Nays none <br /> 114 (Absent—Gallup) <br /> 115 <br /> 116 6B) Stormwater Ordinance: i) Second Reading of Ordinance No. 09-11, adding Section 1011 <br /> 117 to the City Code, Regulating Construction Site Erosion & Sediment Control and Post <br /> 118 Construction Stormwater Management; ii) Resolution No. 11-37, authorizing summary <br /> 119 publication of Ordinance No. 09-11 —Environmental Coordinator Asleson and City Engineer <br /> 120 Studenski were present. Mr. Asleson explained that the Clean Water Act requires cities that operate a <br /> 121 storm water system to obtain a permit to do so and the permit system includes regulations to cities, <br /> 122 including a pollution discharge elimination system. The ordinance addresses some of those required <br /> 123 regulations and will establish compliance language. The Environmental Board has reviewed the <br /> 124 ordinance and recommends approval. <br /> 125 <br /> 126 Council Member Rafferty moved to waive full reading of the ordinance. Council Member O'Donnell <br /> 127 seconded the motion.
