COUNCIL MINUTES March 28, 2011 <br /> APPROVED <br /> '36 6C) Resolution No. 11-38, accepting the corridor report for County State Aid Highway 34 <br /> x..37 (Birch Street)—Community Development Director Grochala reported that the resolution would <br /> 138 accept the report that has been reviewed by the council. It has been an objective of the city to initiate <br /> 139 an access management plan for this corridor that includes bicycle and pedestrian safety <br /> 140 improvements. The city had also received a petition to improve the Birch St and Ware Road <br /> 141 intersection. Anoka County initiated a study and last year the council received a report on their <br /> 142 recommendations. The council was concerned at that time about the four-lane divided roadway, <br /> 143 raised median type proposal and suggested an approach of short term improvements to balance safety <br /> 144 with convenience would be more appropriate. City staff has therefore worked with the county to <br /> 145 include a more staged approach to improvements for this corridor and those are reflected in the report <br /> 146 presented now. The council had reviewed the report at a work session; Mr. Grochala briefly reviewed <br /> 147 the recommendations. <br /> 148 <br /> 149 The mayor recalled that the county has sought to make Birch Street a divided four-lane roadway even <br /> 150 though that wasn't what the people along the corridor seemed to want. It is refreshing to see that the <br /> 151 county has now gotten the message and is coming forward with a plan that is more toward the culture <br /> 152 and nature of the area. Since the recommendations in the report may in some ways fall to future <br /> 153 councils as development occurs in the vicinity, he has requested that the council consider only <br /> 154 acceptance of the report and not its recommendations. <br /> 155 <br /> 156 Council Member Rafferty moved to approve Resolution No. 11-38 accepting the corridor report. <br /> 157 Council Member Roeser seconded the motion. Motion carried on a voice vote; Council Member <br /> 58 Gallup absent. <br /> 159 <br /> 160 6D) Resolution No. 11-39 related to special legislation for tax increment financing in the City of <br /> 161 Lino Lakes - Community Development Director Grochala explained that the resolution formally <br /> 162 expresses the city's support for special legislation at the state level extending the duration of Tax <br /> 163 Increment District No. 1-10 through the year 2023 and devoting tax increment to the payment of debt <br /> 164 service on the Legacy at Woods Edge improvements and 35W interchange improvements. He has <br /> 165 testified at the state legislature and said special legislation is now included in House and Senate bills. <br /> 166 <br /> 167 Council Member Roeser moved to approve Resolution No. 11-39 as presented. Council Member <br /> 168 O'Donnell seconded the motion.
