COUNCIL MINUTES December 12, 2016 <br />DRAFT <br />4 <br />ii) Consider Resolution No. 16-163, Adopting the Final 2017 General Fund Operating Budget 126 <br />Finance Director Cotton explained that the city is also required to adopt an operating budget for the 127 <br />coming year. Staff is recommending adoption of the resolution outlining the city’s General Fund 128 <br />operating budget for the coming year. 129 <br />Council Member Maher moved to approve Resolution No. 16-163 as presented. Motion carried on a voice vote. 131 <br /> 132 <br />iii) Consider Resolution No. 16-164, Adopting the 2017 Water and Sewer Operating Budgets- 133 <br />Finance Director Cotton explained that it has been past practice of the city to adopt these budgets by 134 <br />formal resolution. 135 <br />Coucnil Member Maher moved to approve Resolution No. 16-164 as presented. Motion carried on a voice vote. 137 <br /> 138 <br />iv) Consider Resolution No. 16-165, Adopting the 2017 Recreation Fund Budget- Finance 139 <br />Director Cotton noted the council’s review of this budget and staff’s recommendation to approve. 140 <br />Council Member Kusterman moved to approve Resolution No. 16-165 as presented. Motion carried ona voice vote. 142 <br /> 143 <br />C) Consider Resolution No. 16-166, Canceling the 2016/2017 Debt Service Tax Levy for 144 <br />Taxable G.O. Improvement Refunding Bonds, Series 2016B - Finance Director Cotton explained 145 <br />that the city issued bonds previously that were recently refunded (for the Legacy at Woods Edge 146 <br />project). Staff has looked at those bonds and fund availability and recommends that the debt service 147 <br />levy can be cancelled. 148 <br />Council Member Maher moved to approve Resolution No. 16-166 as presented. Council Member 149 <br />Rafferty seconded the motion. Motion carried on a voice vote. 150 <br />D) Consider Resolution No. 16-167, Amending the 2016 General Operating Budget - Finance 151 <br />Director Cotton explained that the resolution amends the 2016 operating budget after staff has analyzed 152 <br />that budget and proposes necessary amendments. Based on today’s information, the city is looking at 153 <br />pretty much a break-even scenario. 154 <br />Council Member Kusterman moved to approve Resolution No. 16-167 as presnted.
