COUNCIL MINUTES December 12, 2016 DRAFT 4 ii) Consider Resolution No. 16-163, Adopting the Final 2017 General Fund Operating Budget 126 Finance Director Cotton explained that the city is also required to adopt an operating budget for the 127 coming year. Staff is recommending adoption of the resolution outlining the city’s General Fund 128 operating budget for the coming year. 129 Council Member Maher moved to approve Resolution No. 16-163 as presented. Council Member 130 Manthey seconded the motion. Motion carried on a voice vote. 131 132 iii) Consider Resolution No. 16-164, Adopting the 2017 Water and Sewer Operating Budgets- 133 Finance Director Cotton explained that it has been past practice of the city to adopt these budgets by 134 formal resolution. 135 Coucnil Member Maher moved to approve Resolution No. 16-164 as presented. Motion carried on a voice vote. 137 138 iv) Consider Resolution No. 16-165, Adopting the 2017 Recreation Fund Budget- Finance 139 Director Cotton noted the council’s review of this budget and staff’s recommendation to approve. 140 Council Member Kusterman moved to approve Resolution No. 16-165 as presented. Council Member 141 Maher seconded the motion. Motion carried ona voice vote. 142 143 C) Consider Resolution No. 16-166, Canceling the 2016/2017 Debt Service Tax Levy for 144 Taxable G.O. Improvement Refunding Bonds, Series 2016B - Finance Director Cotton explained 145 that the city issued bonds previously that were recently refunded (for the Legacy at Woods Edge 146 project). Staff has looked at those bonds and fund availability and recommends that the debt service 147 levy can be cancelled. 148 Council Member Maher moved to approve Resolution No. 16-166 as presented. Motion carried on a voice vote. 150 D) Consider Resolution No. 16-167, Amending the 2016 General Operating Budget - Finance 151 Director Cotton explained that the resolution amends the 2016 operating budget after staff has analyzed 152 that budget and proposes necessary amendments. Based on today’s information, the city is looking at 153 pretty much a break-even scenario. 154 Council Member Kusterman moved to approve Resolution No. 16-167 as presnted.
