COUNCIL MINUTES December 12, 2016 DRAFT 5 discussions about vehicle replacement. Staff is now presenting a policy as developed and requested 166 by council. 167 168 Mayor Reinert asked why the schedule is included in the policy; he is concerned that it becomes more 169 permanent rather than if it were just incorporated within the yearly budget. He requests that it be 170 removed from the policy and included in the budget. Ms. Cotton concurred that staff would make 171 that change although it was intended that the schedule would be considered each year. 172 173 Council Member Rafferty noted his concern about verbage identifying certain standards as a 174 guideline. He also likes the idea of having a policy separate from the actual replacement schedule. 175 176 Council Member Kusterman said he understands the concern about the schedule inclusion and 177 wonders if the schedule could just be called a guideline. 178 179 Council Member remarked that there may not be an urgency to pass it at this point. Is there more 180 discussion time possible? 181 182 Administrator Karlson said it can be brought back to a future work session. There is no urgency in 183 passing this now. 184 185 Council Member Manthey said he appreciates the effort of staff in putting this together to this point. 186 He’s okay moving it back for more discussion and looks forward to finalizing it. 187 188 Council Member Rafferty moved to refer the matter to the January council work session. Council 189 Member Kusterman seconded the motion. Motion carried on a voice vote. 190 191 ADMINISTRATION DEPARTMENT REPORT 192 193 3A) Consider Resolution No. 16-169, Establishing 2017 Compensation Plan for Non-Union 194 Employees, - Administrator Karlson explained that the resolution will establish an updated 195 compensation plan for the city’s non-union employees. He noted contracts for the city’s union 196 employees that are already in place for the coming year. 197 198 Council Member Rafferty noted that this will be the first time this compensation schedule is being 199 considered with union contracts in place for the coming year. 200 201 Council Member Kusterman moved to approve Resolution No. 16-169 as presented. Council 202 Member Manthey seconded the motion. Motion carried on a voice vote. 203 204 PUBLIC SAFETY DEPARTMENT REPORT 205 206 4A) Consider Hiring Paid On-Call Firefighter – Public Safety Director Swenson asked the 207 council to approve the hiring of Craig Menne, an experienced firefighter who recently moved into the 208 city. This individual has undergone an extensive hiring review and process and Director Swenson 209 said he is recommending that he be hired. 210
