Staff is now presenting a policy as developed and requested 166 <br />by council. 167 <br /> 168 <br />Mayor Reinert asked why the schedule is included in the policy; he is concerned that it becomes more 169 <br />permanent rather than if it were just incorporated within the yearly budget. He requests that it be 170 <br />removed from the policy and included in the budget. Ms. Cotton concurred that staff would make 171 <br />that change although it was intended that the schedule would be considered each year. 172 <br /> 173 <br />Council Member Rafferty noted his concern about verbage identifying certain standards as a 174 <br />guideline. He also likes the idea of having a policy separate from the actual replacement schedule. 175 <br /> 176 <br />Council Member Kusterman said he understands the concern about the schedule inclusion and 177 <br />wonders if the schedule could just be called a guideline. 178 <br /> 179 <br />Council Member remarked that there may not be an urgency to pass it at this point. Is there more 180 <br />discussion time possible? 181 <br /> 182 <br />Administrator Karlson said it can be brought back to a future work session. There is no urgency in 183 <br />passing this now. 184 <br /> 185 <br />Council Member Manthey said he appreciates the effort of staff in putting this together to this point. 186 <br />He’s okay moving it back for more discussion and looks forward to finalizing it. 187 <br /> 188 <br />Council Member Rafferty moved to refer the matter to the January council work session. Motion carried on a voice vote. 190 <br /> 191 <br />ADMINISTRATION DEPARTMENT REPORT 192 <br /> 193 <br />3A) Consider Resolution No. 16-169, Establishing 2017 Compensation Plan for Non-Union 194 <br />Employees, - Administrator Karlson explained that the resolution will establish an updated 195 <br />compensation plan for the city’s non-union employees. He noted contracts for the city’s union 196 <br />employees that are already in place for the coming year. 197 <br /> 198 <br />Council Member Rafferty noted that this will be the first time this compensation schedule is being 199 <br />considered with union contracts in place for the coming year. 200 <br /> 201 <br />Council Member Kusterman moved to approve Resolution No. 16-169 as presented. Council 202 <br />Member Manthey seconded the motion. Motion carried on a voice vote. 203 <br /> 204 <br />PUBLIC SAFETY DEPARTMENT REPORT 205 <br /> 206 <br />4A) Consider Hiring Paid On-Call Firefighter – Public Safety Director Swenson asked the 207 <br />council to approve the hiring of Craig Menne, an experienced firefighter who recently moved into the 208 <br />city. This individual has undergone an extensive hiring review and process and Director Swenson 209 <br />said he is recommending that he be hired. 210
