COUNCIL MINUTES December 12, 2016 DRAFT 7 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 252 253 6A) Consider Resolution No. 16-173, Accepting Quotes and Awarding Contract, 2016 Surface 254 Water Management Project and Establishing a Surface Water Maintenance Fund – City 255 Engineer Hankee noted the city’s annual Surface Water Maintenance Fund contract action. Staff is 256 also asking the council to approve establishment of a surface water maintenance fund. 257 Council Member Rafferty asked about the contractor’s experience and Ms. Hankee noted previous 258 work. Additionally, their quote is under the engineer’s estimate. 259 Council Member Rafferty moved to approve Resolution No. 16-173 as presented. Council Member 260 Maher seconded the motion. Motion carried on a voice vote. 261 6B) Consider Resolution No. 16-170, Relating to the I-35W North Corridor Improvement 262 Project - Community Development Director Grochala reviewed his written report providing the 263 council with information on the status of the I-35W improvement project. He recalld that the council 264 elected to not take any action on the project and therefore the project moved forward under MnDOT’s 265 normal process. The information presented in the resolution lays out the council’s previous 266 consideration and current intent. 267 Mayor Reinert thanked staff for putting the action together; he fells it is important to clarify the city’s 268 position. 269 Council Member Rafferty moved to approve Resolution No. 16-170 as presented. Council Member 270 Kusterman seconded the motion. Motion carried on a voice vote. 271 6C) Consider Resolution 16-174, Authorizing Preparation of a Feasibility Study for Water 272 Storage - City Engineer Hankee reported that staff requests authorization to proceed with a feasibility 273 study for water storage. She noted the cost and proposed funding source. 274 Council Member Manthey moved to approve Resolution No. 16-170 as presented. Council Member 275 Kusterman seconded the motion. Motion carried on a voice vote; Council Member Rafferty abstained 276 from voting. 277 6D) Consider Resolution 16-175, Authorizing the Preparation of Plans and Specifications, and 278 Ordering the Project, 2017 Mill and Overlay - City Engineer Hankee reviewed the written staff 279 report. Staff requests authorization to prepare the plans and specifications necessary to proceed with a 280 mill and overlay project in the coming year. She reviewed the location of streets that are proposed to 281 be included in next year’s project. 282 Council Member Kusterman moved to approve Resolution No. 16-175 as presented. Council Member 283 Manthey seconded the motion.
