COUNCIL MINUTES December 12, 2016 <br />DRAFT <br />7 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 252 <br /> 253 <br />6A) Consider Resolution No. 16-173, Accepting Quotes and Awarding Contract, 2016 Surface 254 <br />Water Management Project and Establishing a Surface Water Maintenance Fund – City 255 <br />Engineer Hankee noted the city’s annual Surface Water Maintenance Fund contract action. Staff is 256 <br />also asking the council to approve establishment of a surface water maintenance fund. 257 <br />Council Member Rafferty asked about the contractor’s experience and Ms. Hankee noted previous 258 <br />work. Additionally, their quote is under the engineer’s estimate. 259 <br />Council Member Rafferty moved to approve Resolution No. 16-173 as presented. Council Member 260 <br />Maher seconded the motion. Motion carried on a voice vote. 261 <br />6B) Consider Resolution No. 16-170, Relating to the I-35W North Corridor Improvement 262 <br />Project - Community Development Director Grochala reviewed his written report providing the 263 <br />council with information on the status of the I-35W improvement project. He recalld that the council 264 <br />elected to not take any action on the project and therefore the project moved forward under MnDOT’s 265 <br />normal process. The information presented in the resolution lays out the council’s previous 266 <br />consideration and current intent. 267 <br />Mayor Reinert thanked staff for putting the action together; he fells it is important to clarify the city’s 268 <br />position. 269 <br />Council Member Rafferty moved to approve Resolution No. 16-170 as presented. Council Member 270 <br />Kusterman seconded the motion. Motion carried on a voice vote. 271 <br />6C) Consider Resolution 16-174, Authorizing Preparation of a Feasibility Study for Water 272 <br />Storage - City Engineer Hankee reported that staff requests authorization to proceed with a feasibility 273 <br />study for water storage. She noted the cost and proposed funding source. 274 <br />Council Member Manthey moved to approve Resolution No. 16-170 as presented. Council Member 275 <br />Kusterman seconded the motion. Motion carried on a voice vote; Council Member Rafferty abstained 276 <br />from voting. 277 <br />6D) Consider Resolution 16-175, Authorizing the Preparation of Plans and Specifications, and 278 <br />Ordering the Project, 2017 Mill and Overlay - City Engineer Hankee reviewed the written staff 279 <br />report. Staff requests authorization to prepare the plans and specifications necessary to proceed with a 280 <br />mill and overlay project in the coming year. She reviewed the location of streets that are proposed to 281 <br />be included in next year’s project. 282 <br />Council Member Kusterman moved to approve Resolution No. 16-175 as presented. Council Member 283 <br />Manthey seconded the motion.
