COUNCIL MINUTES April 24, 2017 <br />DRAFT <br />2 <br /> 46 <br />FINANCE DEPARTMENT REPORT 47 <br /> 48 <br />There was no report from the Finance Department. 49 <br /> 50 <br />ADMINISTRATION DEPARTMENT REPORT 51 <br /> 52 <br />3A) Consider Charter Commission’s Request for Annual Budget Increase – Administrator 53 <br />Karlson reviewed the written report outlining the Charter Commission’s request for additional 54 <br />funding. After a request to the commission for further clarification on what the funds would be used 55 <br />for, the commission chair has explained that the additional budget funding is requested on an annual 56 <br />basis. 57 <br /> 58 <br />Mayor R einert noted that without more specificity, he cannot support the request. 59 <br /> 60 <br />Council Member Kusterman moved to deny the request for an annual budget increase. Council 61 <br />Member Rafferty seconded the motion. 62 <br /> 63 <br />Council Member Manthey added that he understands that the Commission requires legal fees to 64 <br />support their work but without any details attached to this increase, it is difficult to approve their 65 <br />request at this time. 66 <br /> 67 <br />Council Member Kusterman added that the request seems to be for additional funds over their annual 68 <br />budget allowed under statute. To get to where the commission is at, more information is required. 69 <br /> 70 <br />Mayor Reinert remarked that the responsibility of the Charter Commission is to frame and amend the 71 <br />charter and the document was actually framed many years ago. 72 <br /> 73 <br />Motion adopted on a voice vote. 74 <br /> 75 <br />PUBLIC SAFETY DEPARTMENT REPORT 76 <br /> 77 <br />There was no report from the Public Safety Department. 78 <br /> 79 <br />PUBLIC SERVICES DEPARTMENT REPORT 80 <br /> 81 <br />There was no report from the Public Services Department. 82 <br /> 83 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 84 <br /> 85 <br />6A) Consider Resolution No. 17-33, Approving Site Improvement Performance Agreement 86 <br />for American Legion Parking Lot Expansion- City Planner Larsen reviewed the written staff 87 <br />report. The American Legion that is located in the city has purchased land from the city for a parking 88 <br />lot expansion project and staff is working on the necessary approvals for that project. The Legion 89 <br />has seen and reviewed the agreement before the council tonight and they approve of the content. 90
