COUNCIL MINUTES April 11, 2011 <br /> APPROVED <br /> 46 Access Agreement for Monitoring Well Approved <br /> 47 <br /> 48 Resolution No. 11-44, Temporary On-Sale Liquor <br /> 49 License for American Legion Post 566 Approved <br /> 50 <br /> 51 FINANCE DEPARTMENT REPORT, AL ROLEK <br /> 52 <br /> 53 There was no report from the Finance Department. <br /> 54 <br /> 55 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br /> 56 <br /> 57 3A) Connectivity Services Agreement with Anoka County for Broadband Services- <br /> 58 Administrator Karlson noted that the council has heard from representatives from Anoka County on <br /> 59 this proposal to develop a county-wide fiber network. This is a county led initiative to increase the <br /> 60 amount of fiber optic service in Anoka County utilizing a partnership with a private company, Zayo <br /> 61 Bandwidth. The project has received a federal grant of$13.4 million to provide for the installation <br /> 62 and equipment that would link 145 anchor institutions and provide a backbone connecting police, fire, <br /> 63 schools, city halls, etc. within the county. The network would also provide a direct advantage to <br /> 64 businesses and economic development in the area through faster and more reliable interne services. <br /> 65 The network itself will be owned and operated by Zayo. Before the council for consideration is an <br /> 66 agreement for connectivity service with Anoka County; the agreement itself involves no cost to the <br /> 67 city. The city may choose to hook up to the system in the future and the fees are noted in comparison <br /> 68 to current service fees. Again the agreement includes no cost to the city for installation of equipment <br /> 69 and maintenance is included to year 2017. The city would have services available at three locations: <br /> 70 city hall, the fire station and the public works facility. Mr. Karlson added that the North Metro <br /> 71 Communications attorney has reviewed the agreement and has met with Anoka County officials and <br /> 72 has provided a memorandum explaining his findings. Staff is recommending approval of the <br /> 73 agreement to preserve the city's option of connecting to the network in the future. <br /> 74 <br /> 75 The council requested that further discussion of costs related to the system be placed on the next work <br /> 76 session agenda. Even if execution of the contract is authorized at the meeting this evening, the <br /> 77 council would like to review further the contract details. Administrator Karlson clarified that the <br /> 78 contract presented for consideration now is about allowing the fiber to be placed; connectivity is a <br /> 79 choice the city can make down the line. A council member noted that he still has some questions <br /> 80 about this project and he is not convinced that the redundancy is needed and that the government <br /> 81 should be spending the money(including the federal government). The mayor remarked that it's <br /> 82 also important for the city to look ahead and understand what costs could possibly lay ahead; he <br /> 83 respects the council member's comment on the expense of the project and also sees that costs will <br /> 84 only rise down the line,that a monopoly in the service area is not good and that this project could be <br /> 85 advantageous to the city. <br /> 86 <br /> 87 Council Member Gallup moved to authorize execution of the contract as recommended. Council <br /> 88 Member O'Donnell seconded the motion.
