COUNCIL MINUTES April 11, 2011 <br /> APPROVED <br /> 93 <br /> 94 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br /> 95 <br /> 96 There was no report from the Public Services Department. <br /> 97 <br /> 98 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br /> 99 <br /> 100 6A) 2"d Reading of Ordinance No 08-11 amending Chapter 1010 of the City Code regarding <br /> 101 regulation of signs in election years- City Planner Smyser noted that the council approved first <br /> 102 reading of the ordinance on March 14. At that time the period of sign regulation previous to <br /> 103 municipal elections was changed from 46 to 30 days. Staff is recommending that the council proceed <br /> 104 with second reading and passage of the ordinance. <br /> 105 <br /> 106 Council Member Roeser noted that he originally felt that the sign regulation period should be <br /> 107 consistent with the voting period (absentee included) but that period has recently been changed to 46 <br /> 108 days previous to elections (an increase from 25 days currently). He shares the concern he's heard <br /> 109 from other council members about the cluttering of signs and their lack of enthusiasm at increasing <br /> 110 the period, however he also has some concern about allowing voter education for the whole voting <br /> 111 period. He spoke with the League of Minnesota Cities and was informed that some cities are <br /> 112 providing voter information by allowing links to candidate information on their website (for the full <br /> 113 voting period). When the city attorney was asked for his opinion on that practice, Mr. Langel <br /> 114 suggested that it would be legal and comes down to a web site policy question for the city. <br /> 115 <br /> 116 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council Member <br /> 117 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 118 <br /> 119 Council Member Roeser moved to approve the second reading and passage of Ordinance No. 08-11 <br /> 120 as presented. Council Member Rafferty seconded the motion. Motion carried: Yeas, 5; Nays none. <br /> 121 <br /> 122 6B) 2011 Street Maintenance Projects: <br /> 123 i. Consider Resolution No. 11-41, Accepting Bids and Awarding a Construction Contract, 2011 <br /> 124 Overlay Project <br /> 125 ii. Consider Resolution No. 11-42, Accepting Bids and Awarding a Construction Contract, 2011 <br /> 126 Sealcoat Project <br /> 127 <br /> 128 City Engineer Studenski noted the bid process and opening for each of the projects. Low bidders were <br /> 129 noted as well as their bids in comparison with the engineer's estimate. <br /> 130 <br /> 131 A council member confirmed that the low bidders are companies that the city has worked with before <br /> 132 and that the proposed project costs are a good bargain for the city. A council member also confirmed <br /> 133 that the city has an adequate budget to deal with potholes this year. A council member noted recent <br /> 134 information about salt damage and requested a future discussion about the city's use of roadway salt. <br /> 135 <br /> 136 Council Member Rafferty moved to approve Resolution No. 11-41 as presented. Council Member <br /> 137 Gallup seconded the motion. Motion carried on a unanimous voice vote. <br /> 3 <br />
