COUNCIL MINUTES July 11, 2011 <br /> APPROVED <br /> 46 FINANCE DEPARTMENT REPORT, AL ROLEK <br /> 47 <br /> 48 There was no report from the Finance Department. <br /> 49 <br /> 50 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br /> 51 <br /> 52 3A) Position Reclassification —Administration Director Tesch noted the organizational assessment <br /> 53 that is underway and the restructuring recommendations that are coming forward from that study. <br /> 54 The reclassification request before the council is part of the first phase of the restructuring process. <br /> 55 <br /> 56 Council Member Roeser moved to approve the reclassification request as presented. Council <br /> 57 Member Rafferty seconded the motion. Motion carried on a voice vote. <br /> 58 <br /> 59 3B) 2011 Labor Agreement with LELS Local 299 —Administration Director Tesch noted that staff <br /> 60 has been negotiating this contract for several months. A tentative agreement has been reached and is <br /> 61 being presented for council consideration. He reviewed the proposed contract terms. <br /> 62 <br /> 63 The mayor thanked the members of Local 299 for their willingness to negotiate a fair contract. <br /> 64 <br /> 65 Council Member Rafferty moved to approve the labor agreement as presented. Council Member <br /> 66 O'Donnell seconded the motion. Motion carried on a voice vote. <br /> 67 <br /> 68 PUBLIC SAFETY DEPARTMENT REPORT,JOHN SWENSON <br /> 69 <br /> 70 There was no report from the Public Safety Department. <br /> 71 <br /> 72 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br /> 73 <br /> 74 There was no report from the Public Services Department. <br /> 75 <br /> 76 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br /> 77 <br /> 78 6A) Second Reading of Ordinance No. 12-11, Vacation of playground easement at YMCA- <br /> 79 Community Development Director Grochala explained that the ordinance would allow the vacation of <br /> 80 some land originally intended for playground space. The vacated space would assist the YMCA in <br /> 81 expanding their parking. Staff concurs with the vacation as the intended playground space could be <br /> 82 relocated in future Legacy development. <br /> 83 <br /> 84 Council Member O'Donnell moved to waive full reading of the ordinance. Council Member Roeser <br /> 85 seconded the motion. Motion carried on a voice vote. <br /> 86 <br /> 87 Council Member Rafferty moved to approve the second reading and adoption of Ordinance No. 12-11 <br /> 88 as presented.
