The <br /> 59 results of the assessment would be carried out in phases: Phase 1 has been some job reclassifications; <br /> 60 Phase 2 will be elimination of some staff positions. Prior to Phase 2 implementation, he would like <br /> 61 the council to authorize an early retirement incentive program essentially the same as a program <br /> 62 offered in 2009. He explained the program's eligibility criteria and benefits. The program would be <br /> 63 open upon council approval and would remain available for a four week period. <br /> 64 <br /> 65 Council Member Rafferty moved to approve Resolution No. 11-78 as presented. Council Member <br /> 66 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 67 <br /> 68 PUBLIC SAFETY DEPARTMENT REPORT,JOHN SWENSON <br /> 69 <br /> 70 There was no report from the Public Safety Department. <br /> 71 <br /> 72 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br /> 73 <br /> 74 There was no report from the Public Services Department. <br /> 75 <br /> 76 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br /> 77 <br /> 78 6A) Zoning Ordinance Amendment: i) Second reading of Ordinance No. 15-11 amending the <br /> 79 zoning ordinance regarding variances—City Planner Smyser explained that staff is requesting <br /> 80 council's approval of the second reading and adoption of this ordinance that replaces certain criteria <br /> 81 within the city's zoning ordinance as it relates to variances. The new language will comply with what <br /> 82 was adopted by the state legislature this year. <br /> 83 <br /> 84 Council Member O'Donnell moved to waive the full reading of Ordinance No. 15-11. Council <br /> 85 Member Roeser seconded the motion. Motion adopted upon a unanimous voice vote. <br /> 86 <br /> 87 Council Member Gallup moved to approve the second reading and adoption of Ordinance No. 15-11 <br /> 88 as presented.
