The current phase of implementing the <br /> 68 recommendations of the assessment is the reclassification of one position and the elimination of two <br /> �-'69 positions (Senior Planner and Director of Administration). He is recommending that the council <br /> 70 approve those recommendations at this time. <br /> 71 <br /> 72 Council Member Rafferty moved to approve the recommendations as presented. Council Member <br /> 73 Roeser seconded the motion. <br /> 74 <br /> 75 A council member acknowledged that it is difficult to consider the elimination of positions but the <br /> 76 action does not reflect on the work done for the city by the two individuals holding those positions. <br /> 77 The mayor noted that the task of reviewing the organization was appropriately assigned to <br /> 78 Administrator Karlson and he is pleased that the job has been accomplished in house; it is important <br /> 79 for the council to have this organizational information as the city moves forward. <br /> 80 <br /> 81 Motion adopted on a unanimous voice vote. <br /> 82 <br /> 83 PUBLIC SAFETY DEPARTMENT REPORT,JOHN SWENSON <br /> 84 <br /> 85 4A, 1st Reading of Ordinance No. 19-11,Amending Chapter 503 of the Lino Lakes Code of <br /> 86 Ordinances regarding Animal Control—Public Safety Director Swenson explained that staff and <br /> 87 the city attorney have reviewed the city's animal control regulations with the goal of clarifying the <br /> 88 process of dealing with dangerous animals. The proposed ordinance before the council would remove <br /> 89 the term "potentially dangerous" and make a process much clearer. It would also establish a hearing <br /> )0 officer process for appeals and pass certain costs onto the animal owner. <br /> 2 <br />
