The changes stem from a recent enforcement action in the city. The <br /> 79 amendments basically remove the term "potential dangerous" and clarify that either an animal is <br /> 80 deemed dangerous or not. Also a hearing officer process is established to handle appeals. The <br /> 81 council will have the authority to designate the hearing officer. <br /> 82 <br /> 83 Council Member O'Donnell moved to waive full reading of the ordinance. Council Member Roeser <br /> 84 seconded the motion. Motion carried on a voice vote. <br /> 85 <br /> 86 Council Member O'Donnell moved to approve the second reading and adoption of Ordinance No. 19- <br /> 87 11 as presented. Council Member Rafferty seconded the motion.
