COUNCIL MINUTES December 12,2011 <br /> APPROVED <br /> 91 Council Member Roeser moved to approve Resolution No. 11-127 as presented. Council Member <br /> �-' 92 Gallup seconded the motion. Motion carried on a unanimous voice vote. <br /> 93 <br /> 94 2C) Resolution No. 11-131 Amending the 2011 General Operating Budget—Finance Director <br /> 95 Rolek noted that throughout the year there are actions taken by the council as well as other factors that <br /> 96 impact the general operating budget. Generally, at this time of the year, the current operating budget <br /> 97 is revised to make it more realistic and concurrent. This resolution makes those adjustments. He <br /> 98 noted that most adjustments have to do with personnel changes and lowering of costs such as in the <br /> 99 engineering area. <br /> 100 <br /> 101 Council Member O'Donnell moved to approve Resolution No. 11-131 as presented. Council <br /> 102 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 103 <br /> 104 2D) Resolution No. 11-133 Approving a Transfer to the Street Reconstruction Fund—Finance <br /> 105 Director Rolek noted that the council has directed that some funds be set aside for street <br /> 106 reconstruction services and this resolution formally sets aside those funds for that purpose. <br /> 107 <br /> 108 Council Member Roeser moved to approve Resolution No. 11-133 as presented. Council Member <br /> 109 Gallup seconded the motion. Motion carried on a unanimous voice vote. <br /> 110 <br /> 111 ADMINISTRATION DEPARTMENT REPORT <br /> 112 <br /> 113 3A) First Reading of Ordinance No. 23-11, Amending Title 700, Chapters 701 and 702 of the <br /> 114 Lino Lakes Code of Ordinances regarding Liquor and Beer Licensing, adding On-Sale Brewer <br /> 115 Taproom License—City Clerk Bartell reported that based on direction from the City Council and <br /> 116 with the assistance of the City Attorney, staff has prepared an ordinance that adds a new type of liquor <br /> 117 license to the city code. A brewer taproom license would allow a State licensed brewery to serve their <br /> 118 product on-sale in a facility adjacent to their brewery. This type of license would only be available <br /> 119 to breweries meeting state and local liquor licensing requirements and requires city council approval. <br /> 120 The fee for this license will be $500 per year. The ordinance is presented for consideration of first <br /> 121 reading. <br /> 122 <br /> 123 Council Member Roeser moved to approve the First Reading of Ordinance No. 23-11, as presented. <br /> 124 Council Member Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br /> 125 <br /> 126 3B) 2012 City Fee Schedule: i. Second Reading and Adoption of Ordinance No. 22-11 <br /> 127 approving the 2012 City Fee Schedule; and 11) Resolution No. 11-130,Approving summary <br /> 128 publication of the ordinance - City Clerk Bartell noted that for efficiency and clarity, city fees are <br /> 129 consolidated into one schedule that is adopted annually. The 2012 proposed fee schedule <br /> 130 is before the council and it includes several staff recommended changes that are noted in red in the <br /> 131 ordinance. The first reading of the ordinance was approved by the council on November 22 and staff <br /> 132 now recommends that the council consider approval of the 2nd reading of Ordinance No. 11-10 and a <br /> 133 resolution approving its summary publication. <br /> 134 <br /> 3 <br />
