COUNCIL MINUTES December 12,2011 APPROVED 35 Administrator Karlson added that in conjunction with a rate review for sewer and water charges that x--136 be done in the coming year, staff will also look at the fee schedule for updating. 137 138 Council Member O'Donnell moved to approve the Second Reading and Adoption of Ordinance No. 139 22-11 establishing the 2012 Fee Schedule. Council Member Roeser seconded the motion. Motion 140 carried: Yeas, 5; Nays none. 141 142 Council Member Gallup moved to approve Resolution No. 11-130 as presented. Council Member 143 Rafferty seconded the motion. Motion carried on a unanimous voice vote. 144 145 3C) One-Year Labor Agreement with AFSCME, Local 2454 for 2012 —Administrator Karlson 146 noted the terms of the proposed agreement including a one-percent wage increase effective in 147 December and an decrease in the employee contribution for health care (based on an overall decrease 148 in cost to the city). 149 150 Council Member Rafferty moved to approve the agreement as presented. Council member Roeser 151 seconded the motion. Motion carried on a unanimous voice vote. 152 153 3D) Year-End Lump Sum Payment for Employees—Administrator Karlson noted that the 154 resolution would approve a payment to employees. The city has reduced its budget and personnel for 155 the past few years and despite these reductions staff has continued to provide excellent service. The 156 council has expressed a desire to provide this payment in recognition of that effort. 157 158 Council Member Roeser moved to approve Resolution No. 11-129, as presented.
