Motion carried on a unanimous voice vote. <br /> 144 <br /> 145 3C) One-Year Labor Agreement with AFSCME, Local 2454 for 2012 —Administrator Karlson <br /> 146 noted the terms of the proposed agreement including a one-percent wage increase effective in <br /> 147 December and an decrease in the employee contribution for health care (based on an overall decrease <br /> 148 in cost to the city). <br /> 149 <br /> 150 Council Member Rafferty moved to approve the agreement as presented. Council member Roeser <br /> 151 seconded the motion. Motion carried on a unanimous voice vote. <br /> 152 <br /> 153 3D) Year-End Lump Sum Payment for Employees—Administrator Karlson noted that the <br /> 154 resolution would approve a payment to employees. The city has reduced its budget and personnel for <br /> 155 the past few years and despite these reductions staff has continued to provide excellent service. The <br /> 156 council has expressed a desire to provide this payment in recognition of that effort. <br /> 157 <br /> 158 Council Member Roeser moved to approve Resolution No. 11-129, as presented.
