Plarfiing and Zoning Board <br />November 21, 1979 <br />Page -5- <br />Mr. Heath moved to recommend to Council that Block #1 be rezoned to General Business and <br />Block #2 and #3 be rezoned to light industrial with the stipulation that in Block #1 <br />the lines be moved so that they 132' frontage lot be Lot #1 and the 100' frontage lots <br />be #2 and #3 with the access to County Road #14 be limited to two access and the County <br />requirement of an additional 27'rwi,ilrnot be necessary but an additional set back re- <br />quirement will be necessary and the Council set a public hearing. Mr. Shearen seconded <br />the, motion. Motion carried. Mr. Gourley told Mr. Tschida that this will be on the Council <br />agenda November 26, 1979 about 8:30 p.m. Mr. Gourley noted that Mr. Tschida will have to <br />come back to the Planning and Zoning Board for a Special Use Permit before any construction <br />can be started. <br />Old Business <br />Mr. Richard Berget did not appear tonight or last regular Planning and Zoning meeting <br />and the Clerk was asked to contact Mr. Berget and ask him what his intentions are in <br />respect to Lot #11 of Goldens Rice Lake Terrace. <br />Plat - Royal Oaks Estates - Shoreview <br />Mr. Gourley read the letter submitted with this plat. The plat is located in Shoreview <br />adjoining Lino Lakes sourthern boundary just south of Baldwin Lake Road. The City of <br />Shoreview has asked if this City has any comments or questions on the proposed development. <br />Mr. Gourley said his only concern is that the County has input on the capacity of County <br />Road "J". The entire access is County Road "J". It was noted/that the area contains <br />193 acreas and 498 housing units plus two 150 unit apartments: <br />Mr. Gourley suggested the only action this Board could take was to forward it to the <br />Council listing the Boards concern for County Road "J". <br />Mr. Shearen moved to pass this plat on to the Council with the recommendation that the <br />Council express its concern for additional traffice on County Road "J". Mrs. Schwankl <br />seconded the motion. Motion carried. <br />Mr. Gourley noted in Ordinance #56 on page 13 the section dealing with unsewered areas <br />in non-residential areas need a Special Use Permit. The City has not been enforcing <br />this part of the ordinance. <br />Mr. Shearen said he understood that a Special Use Permit could not be made non -transferable <br />and wondered if this would cause a problem. Mr. Gourley noted the Ordinance stated the <br />Council could put any conditions they want on Special Use Permits. <br />Mr. Heath moved to ajourn. Mr. Shearen seconded the -motion.
