Mrs. <br />Schwankl seconded the motion. Motion carried. Mr. Rehbine was told this would be on <br />the November 26, 1979 Council agenda. <br />Mr. Gourley asked about the problem Mr. Rehbine was having on Knoll Drive regarding the <br />side setback of a house. Mr. Rehbine said he is going to get the surveyor and Mr. Mobley <br />out to the lot to see what can be done. <br />Rezone - Land and Oaks, Inc. - Ken Tschida <br />Mr. Gourley read the letter from Barton - Aschman regarding this property. <br />Elmcrest Avenue was discussed. The point being the road would not support any industrial <br />traffic. <br />Mr. Heath questioned Bloch: #2 zoning. Mr. Tschida said whatever the Board prefers, either <br />heavy or light industrial. One proposed use is a green house. <br />Mr. Tschida said now they have a time problem.and did not realize there would be a problem <br />with Elmcrest. <br />Mr. Gourley read the letter from the Anoka County Highway Department. In regard to the <br />paragraph regarding the additional 27' for street right-of-way the City policy is not to <br />require the additional dedication but to require additional set backs. Mr. McLean said <br />this gets away from the idea that the County will get this land free. Also the County <br />does not have any otdinances or legislation to back up this requirement. <br />Mr. McLean asked for topogs. There were none. <br />Mr. Gourley referred to the planners letter regarding frontage road. Mr. Tschida said <br />the County has no plans for one <br />Mr. McLean said there remains the problem of Elmcrest Avenue, need for topogs and soil <br />borings. Mr. Tschida said the soil borings are needed for the platting but not required <br />for rezoning. Mr. Gourley said there is a request for rezoning not platting in the file. <br />Mr. McLean read the requirement for light industrial and what operations were allowed in <br />a light industrial area. It was noted that Acton is light industrial. <br />Mr. Gourley said this could be sent on to the Planner and Engineer for more detail study <br />or a recommendation for rezoning as presented on the map tonight with the understanding <br />that a Special Use Permit is needed just for the land use. <br />There was further discussion. <br />Mr. Heath moved to recommend that Block #1 be rezoned General Business and Block #2 and <br />#3 be rezoned light industrial. Mr. Gourley asked for withdrawal of the motion until <br />after further discussion. Mr. Heath agreed. <br />Mr. Gourley said the Palnner had addressed himself to setback requirements. Lot #1 was <br />only 100' wide. <br />Mr. McLean said that the industrial park was rezoned only after they had shown complete <br />plans and prepared a package. Mr. Gourley said they had to put in some streets. Mr. <br />Gourley said as stated before they can go two ways. <br />
