Page 2 <br />. June 27, 1979 <br />Planning and Zoning <br />made available to Mr. McLean. However, he could not clarify the intent of the <br />motion out of context and will check the minutes for that meeting for future clar- <br />ification. <br />The attorney's letter had also addressed the parcels that appeared to be landlocked. <br />However, there was a provision made for these with an 8 -foot drive; there would be <br />access for these lots. Vi Schwankl moved to recommend to the Council that the <br />zoning on the Baldwin Lake Mobile Home Court be changed from the commercial zoning <br />that it was now to R-6 zoning and a public hearing be set. This does not pertain <br />to the existing area but to the expansion area only, as per the legal description <br />on the application. Mr. Heath seconded the motion. All were in favor; none opposed. <br />Motion declared passed. <br />Next on the agenda was an application for a moving permit to move a garage into the <br />city. There was some question as to whether the city was still operating under the <br />moratorium on the moving of buildings within the city. Since the Planning and <br />Zoning Commission was unsure of the situation in regard to this, and since there <br />were other applications that would need to be considered, the Council was requested <br />to clarify their position and report back by the next meeting so the Planning and <br />Zoning Commission could have some information on this. Clarification on Mr. McLean's <br />motion was also requested. <br />A timetable for work on the Comprehensive Plan was discussed and special meeting <br />dates were set up in advance. Mr. Gourley and Mr. McLean had worked on a general <br />time frame for the Comprehensive Plan, which was presented: The final draft of <br />the Comprehensive Plan would have to be submitted to Metro Council by July 11, 1980. <br />The actual business of changes to the ordinances and public advertisement would <br />not be made until final approval by Metro Council, after that date. The Council <br />would therefore have to hold their public hearings during June, making it necessary <br />for it to be in final form by June 1. May would be an adjustment month, giving <br />the city time to straighten out any adjustments to the plan; the three months prior <br />to this would involve a preliminary communication process with Metro Council. Por- <br />tions of the plan would be submitted to Metro Council during these 90 days in order <br />to get some feedback and reactions from them. By February 1, the Planning and <br />Zoning Commission would have to forward to the Council their final form of the <br />Comprehensive Plan, giving the Council February to review it and begin the process <br />of interaction with Metro Council. Planning and Zoning would need the month of <br />January in which to hold their public hearings, probably one or two. The plan, <br />from the Planning and Zoning standpoint, then, would have to be in finished form <br />by January 1, 1980. December, 1979, would be a month of putting it in a finalized <br />form; possibly a committee consisting of Mr. McLean, the planner, the engineer, <br />Mr. Gourley, and any others available from the P & Z. (Considering the Christmas <br />holidays, this process should probably be finished by December 15. That would <br />leave a time period from July to the end of November to work on the bulk of the <br />plan. July and August special meetings could be used primarily to identify areas <br />of change and areas of agreement. It was suggested that the planner could attend <br />a meeting with the Commission, and things that have been discussed previous to <br />this point could be covered, as well as areas the planner was aware of as needing <br />work. September, October, and November could be used to handle the detail work. <br />There was some discussion as to whether the special meetingswould be restricted to <br />only planning sessions, or whether they should be open to regular business as well. <br />The opinion from the attorney had indicated that they should be open to any <br />
