Mr. McLean brought up that the city-wide drainage plan should be <br />considered with this. Mr. Gourley said that he would concur with the discussion <br />on the cul-de-sacs and that an extension with adjoining parcels is not an uncommon <br />request, and had been done before; perhaps Mr. Rehbein and Mr. Dobie could come <br />to an agreement on the two parcels. The Planning and Zoning Commission would <br />like to see them hooked up purely from a maintenance standpoint. He said that in <br />reference to lots 30 and 31, the county ditch could not be considered part of the <br />one acre minimum. There was also some discussion on accessibility for lots 1 and <br />2. <br />The next matter for consideration was a variance for Ray Rehbein, and the reason <br />for the application was the sale of land. In answer to a question on what the <br />commercial use was going to be, Mr. Rehbein indicated it was going to be for a <br />frozen foods operation, and would be a warehouse (drop point). Mr. McLean asked <br />if there was enough room for trucks and so on with one acre. Mr. Gene Mobley <br />said that the building site had been discussed, but that he had not seen the <br />plans; and in this instance, there is a 10 foot set back on each side, so that <br />has to be taken into consideration on the variance. 43,506 was the computed <br />size; 43,500 is an acre. Mr. Gourley said that with the road easement, it was <br />not quite a full acre, and that it should be brought up to a full acre. The <br />building size would be 6,040 feet, so there would be ample toom to swing a trailer; <br />Mr. Mobley would be covering this when the building permits come in. Mr. Reinert <br />moved to approve for recommendation to the Council, subject to the stipulation <br />that it be brought up to a full acre. Mr. Johnson seconded the motion. All were <br />in favor. Motion declared passed. <br />The next matter was a variance for Allan Robinson for breaking off two lots (lot <br />A at 1.7 acres, and lot C at 1.5 acres) instead of platting them. Mr. McLean <br />asked if the road easement shown was an existing road; Mr. Robinson said that it <br />was Pine Street. The street ends just to the end of his property and is maintained <br />to that point, or within a few feet of that point. There was some question of <br />whether acreage included the road, but the lots were still over one acre. Prece- <br />dents were discussed for this type of variance, and it was felt the two lots could <br />be handled; but the Commission has been asking that they be platted instead of <br />breaking them off one at a time. Mr. Robinson was told that in the future he <br />would have to plat additional lots. Vi Schwankl moved to approve the variance <br />for lots A and C for recommendation to the Council. Mr. Heath seconded the. <br />motion. All were in favor. Motion declared passed. <br />The next variance request was for Fran Burque. The variance was for a piece of <br />land that a Mr. Bien wanted to buy immediately, due to low interest mortgage <br />money being committed up through July and no later, etc.; and this would have <br />been done sooner, only Mr. Burque had been in the hospital. Mr. Burque had a <br />preliminary plat which he showed the Commission. Mr. McLean said that this sort <br />of thing had been allowed before. Mr. Gourley said if Mr. Burque intended to <br />submit the preliminary plat tonight and pay the fee, the Commission would be <br />able to send it on to the engineer and planner for their recommendations and then <br />it could be reviewed again at the next meeting and it could be got underway at <br />that time. This type of thing had been done previously, where the first lot had <br />been allowed. Mr. Heath moved to recommend approval to the Council for this <br />variance, subject to the submission of the plat and necessary fees, and at that <br />time it would be forwarded to the engineer and planner for their recommendations; <br />and that this would be on the agenda for the next Planning and Zoning Commission <br />meeting.
