•Page' -4 - <br />March 21, 1979 <br />Mrs. Schwankl moved to recommend approval of the extension of the street into Mr. Jankus <br />property, the construction of a new cul - de - sac per the survey of Milner W. Carley dated <br />March 16, 1979 and set a public hearing for the vacation of the present cul - de - sac subject <br />to the approval of the City Engineer and City Planner and subject to propert deeds being <br />prepared for the new section of the street and new cul - de - sac. Mr. Shearen seconded <br />the motion. Motion declared passed with Mr. Mattson abstaining. <br />Shenandoah III - Glenn Rehbein <br />Mr. Gourley explained he added Mr. Rehbein to the agenda this evening because his request <br />could affect the planning session April II, 1979. <br />Mr. Rehbein explained his plat Shenandoah III has been approved by the City Council and <br />now wishes to change it accordingly: <br />I. Reduce lot size to 10,000 square feet. <br />2. Increase the number of lots from 48 to 97. <br />3. Reduce house size requirements. <br />4. Lift moratorium on moving in buildings to allow for homes to be built in a factory <br />and moved to the site. <br />Mr. Rehbein read excerpts from articles published by the Metro Council regarding the need <br />for lower cost housing. Lower costs could be acheived by lowering lot sizes and house <br />sizes. <br />Mr. Rehbein outlined his plan to build in - factory homes and further explained the cost <br />savings factors of these houses and the fact the house will be better built. <br />Mr. Mobley agreed with Mr. Rehbeins statements. He had visited such a factory with Mr. <br />Rehbein today and found the homes very well built with regular stick construction. There <br />are inspections on the site at all times and he would also inspect the homes prior to <br />being moved onto the lot. <br />There was discussion by the entire Borad about the procedure for reducing lot sizes and <br />house sizes, by variance? Change ordiance? It was agreed that they would not like to see <br />the reduction City wide, how can this situation be controlled? <br />Mayor Karth asked Mr. Rehbein if he planned to use covenants. Mr. Rehbein said definitely, <br />his attornies are already working on this area. <br />Mr. Gourley said ne would like to set a special meeting with Mr. Rehbein, Attorney Locher <br />Engineer Gotwald and Planner Short to work out the entire procedure at one time. <br />April 4, 1979 was set for the special meeting with Mr. Rehbein. <br />Mr. Gourley asked the Clerk to obtain copies of the Metro Councils publications, Redidential <br />Zoning Ordinance, May, 1977 and Advisory Standards for Land Use Regulations, August, 1977. <br />Mr. Mobley told the Board he personally felt both the P & Z Board and Council acted unfairly <br />in the case of the Quad proposal from M. ME. Realty. He felt members of both Boards who <br />live in the affected areas should have stepped down during the voting. The Board felt <br />they had acted correctly as there is no written instruction to step down when considering <br />areas where one or more Board members live. <br />Mr. Gourley asked Mr. Mobley to attend the April 4th and April Ilth Special Meetings. <br />Mr. Gourley noted the P and Z Board had recommend approval of Mr. Volk's proposed Street <br />Light Ordinance. He asked the Council to consider it at the March 26, 1979 meeting so that <br />
