Consider Annual Appointments—Acting City Administrator Tesch outlined the list of <br /> 64 annual appointments;the council is required to consider these appointments at the first meeting of <br /> 65 each year. The council reviewed the list with the inclusion of those appointments that were decided at <br /> 66 the January 4 work session. <br /> 67 <br /> 68 Council Member Rafferty moved to approve the list of annual appointments. Council Member <br /> 69 Gallup seconded the motion. Motion carried on a unanimous voice vote. <br /> 70 <br /> 71 B) Consider Memorandum of Understanding extending Local 49 (public works employees) <br /> 72 labor agreement for one year with negotiated amendments (Postponed 12/28/2009) <br /> 73 <br /> 74 Acting Administrator Tesch reported that Items 3B through 3E represent various labor agreements <br /> 75 that were postponed by the council at the last council meeting. The Local 49 and AFSCME 2454 <br /> 76 agreements are memorandums of understandings that would put in place an agreement with <br /> 77 employees for no cost of living increase in 2010 as well as require two week unpaid furloughs. The <br /> 78 two L.E.L.S. agreements are for consideration of delaying their annual increase until the final council <br /> 79 meeting of the year. <br /> 80 <br /> 81 City Attorney Langel opined that the agreements should be considered individually. Further he <br /> 82 explained that since the first agreement was postponed, the matter is before the council as it was at the <br /> 83 time it was postponed at the last meeting, or as if the reconsideration had just been approved. <br /> 84 <br /> 85 Council Member Gallup moved to approve the Memorandum of Understanding extending the Local <br /> 86 49 labor agreement with the amendments negotiated with the union. Council Member Roeser <br /> 87 seconded the motion. <br /> 88 <br /> 89 A council member offered thanks to the employees for bringing concessions to the table. While the <br /> 90 hope is that there will be no additional layoffs in 2010, from a business perspective,having that <br /> 2 <br />
