Mr.Gourley said any landowner <br />who meets all City Ordinance requirements can request his property be rezoned. <br />Mr. Theimich asked if this is automatic what is this Board here for. Mr. Gourley said <br />in this case this Boards function is to determine if there is sufficient information to <br />recommend a public hearing. <br />Mrs. Donna Carlson from fi e audience asked if the builder has submitted any plans tonight <br />that are different from the original plans. There were no new plans submitted. <br />Mr. Blackbird outlined some of the plans for the audience. <br />Mr. Benjamin Benson read excerpts from the 1974 Comprehensive Land Use Plan, then added <br />it was his understanding that the Council acts in favor of the Planning and Zoning Boards <br />recommendations about 95% of the time. <br />Mr. Lindy noted that neither consultant mentioned the impact on the lake from this pro- <br />posed plate Mr. Gourley said that this was a preliminary assessment to rezoning not <br />for platting. This would be addressed when the preliminary plat was addressed. <br />Mrs. Carlson said this proposed development could bring 637 residents into the area <br />and did not believe the parks and lake were administered well enough to handle this <br />added population. Mr. Blackbird explained that in addition to the tot lots all the <br />open space area of the complex was available to the residents. <br />Mr. Theimich asked if the City were compelled to hold a public hearing what happens next. <br />Mr. Gourley explained it would be up to the Council and they could either approve or deny <br />the rezoning request. <br />Mr. Johnson questioned Mr. Gotwalds letter and Mr. Gourley explained that all comments <br />were based on the type of rezoning requested not the sketch layout. <br />Mr. Johnson noted that Mr. Short had located the County Open space in the wrong direct- <br />ion. He also noted with the proposed density the population will spill over in adjoin- <br />ing spaces. <br />Mr. Shearen seconded Mr. Reinerts motion to deny. <br />Mr. Heath felt that this City should define density clearly. <br />Mr. Gourley called for a vote on the question. All members present voted aye except Mrs. <br />Schwankl. Mrs. Schwankl abstained since she had not studied all the information as of yet. <br />Motion to deny carried. <br />Mrs. Currie asked the procedure for getting on the Planning and Zoning Board agenda. Mr. <br />Gourley explained. <br />New Business <br />Mr. Gourley asked if there were any suggestions or comments onithe "Platting Procedures". <br />He asked that the Clerk submit copies of the checklist to each P & Z members with each <br />new plat. <br />Mr. McLean suggested that this Board redirect itself to revising the Comprehensive Land <br />
