Mr. Volk said, No. but feel <br />a responsibility regarding the safety aspect. <br />Mr. Volk suggested that the lights could be required only where the Engineer feels nec- <br />essary. Mr. Hill asked if he had talked to the Engineer. Mr. Volk said, Yes, he feels <br />this is a very good idea. <br />Mr. Shearen felt that the City should be careful where lights are placed. Also he wond- <br />ered if an ordinance was needed or if this could just be added to our platting procedure. <br />Mr. Mattson felt if the Engineer reviews a plat and sees a need for street lights he <br />should require it. Mr. Hill felt guidelinesshould be drawn up for street lights. <br />Mr. Shearen said the ordinance should say that lights will be installed upon recommend- <br />ation of the Engineer. There should not be a flat requirement. <br />Mr. Gourley read the Shoreview ordinance regarding street lights. After revision to <br />meet Lino Lakes specifications the Clerk was asked to retype it and submit it to Mr. <br />LOcher for his comments and ask if it provides for lights if needed but does not <br />require them at all times. <br />The Clerk was asked to ask the Engineer what type of street lighting he suggests as <br />well as other specifications on standards and where they should be placed. <br />This ordinance will be placed on the April 19, 1978 agenda. <br />Old Business - Sign Ordinance <br />Mr. Gourley said he and Mr. Hill have reviewed the ordinance and find it to be a pretty <br />good ordinance and difficult to understand. He outlined the ordinance and said he felt <br />there were a couple of problem areas. <br />Mr. Gourley said he did not find anything in the ordinance that states the Board should <br />review all sign permit applications. However, signs over 50 square feet in area or over <br />30 feet high need detailed plans and specifications and must be reviewed by the Board. <br />Mr. Gourley further stated that all signs shall be erected on steel posts. There should be no signs on wood posts. <br />•• a •• <br />The Clerk was directed to bring only sign permit_ applications over 50 square feet in <br />area and/or 30 feet in hi ht to the Board with detailed specifications and site plans <br />for their approval. <br />Mr. Donald Holzmeir told the Board that the Bulling Inspector had refused to issue <br />him a permit for his barn. The reason give was that he already had an incompleted <br />permit. He said had he known this be would have asked for this permit at the time <br />he requested the permit for his house and had everything put on one permit. <br />Mr. Holzmeir was told that since he has twenty plus acres he does not need a building <br />permit but needs a Lnad Use Permit. He was told he could apply for a variance to get <br />the Land Use Permit. He was told the variance would cost $25.00 and the permits $20.00. <br />Mr. Holzmeir did not wish to pay for the variance. <br />Mr. Shearen asked if his house would be finished soon and the permit closed. Mr. <br />Holzmeir said another month but he would like to get started on the barn before the <br />road restrictions were posted. He was told if the restrictions were not posted today <br />they would be tomorrow. <br />
