The regular meeting of the Lino Lakes Planning and Zoning Board was called to order <br />at 8:10 P.M., February 15, 1978 by Chairman Gourley. Members present: Hill, Shearen, <br />Gourley, Reinert, Schwankl, Mattson. Members absent: none. <br />Mr. Reinert moved to approve the minutes of January 18, 1978 meeting. Mr. Shearen sec- <br />onded the motion. Motion carried unanimously. <br />Mr. Shearen moved to approve the minutes of the February 8, 1978 meeting. He added a <br />comment that in the future he will need a very good reason for calling another special <br />meeting. Mr. Reinert seconded the motion. Motion carried unanimously. <br />Mr. Reinert suggested that since all Planning and Zoning members receive copies of the <br />Council minutes, Mr. McLean could just report on the controversial items or enlarge on <br />a Council decision. <br />Mr. McLean said he felt this was a good idea. Mr. Gourley explained the reason for the <br />report was to find out if there were any problems. <br />Mr. McLeans Report <br />Mr. McLean reported that everything recommended by the Planning and Zoning Board was <br />forwarded at the Council meeting. He noted that Mr. Blomquist attended the Council <br />meeting. Mr. Blomquist owns property that Metro Council is considering as part of the <br />Otter Lake Regional Park. <br />The Council will meet with the Hugo City Council shortly with the idea of preparing a <br />joint apreement regarding the Regional Park. <br />The Council had met with the Anoka County Board regarding the use of the former Hensel <br />property in the Anoka County Regional Park. Metro Council is now considering the leg- <br />ality of the use of this property for purposes other than open space. <br />Mr. McLean noted that the Public Hearing for Feed - Rite Controls has been set for Feb- <br />ruary 27, 1978. <br />Variance - Art Rehbein <br />Mr. Rehbein presented a request for a variance to buldd a house smaller than required <br />by Ordinance. He also presented two house plans that he is considering. It was deter- <br />mined that the rambler is near to the required size and could easily be brought to code. <br />Mr. Mattson explained the purpose of the Ordinance and explained that the house would <br />be more marketable if built larger. <br />Mr. Blackbird from the audience said he felt the ordinance was not realistic and very <br />unfair. <br />Mr. Reinert said the Board would have to abide by the present Ordinances but felt the <br />Ordinance needs to be looked at again with the idea of issuing variance for unusual <br />circumstances. <br />Mr. Reinert moved to recommend the variance for both house plans be denied. Mr. Hill <br />seconded the motion. Motion carried unanimously. <br />Mr. Mattson suggested that Mr. Rehbein look into adding the needed footage to the ram- <br />bler house plan and said he would be in favor of revamping the present Ordinance. <br />
