January 18, 1978 <br />The regular meeting of the Lino Lakes Planning and Zoning Board was called to order at <br />8:07 P.M. January 18, 1978 by Mr. Gourley. Members present: Gourley, Reinert, Mattson, <br />Hill, Shearen. Members absent: Schwankl, Karth. Mr. McLean, Council liaison was also <br />present. <br />The November 16, 1977 minutes were considered. Mr. Reinert moved to approve the minutes. <br />Mr. Shearen seconded the motion. Motion carried unanimously. <br />The minutes of the December 21, 1977 meeting were considered. Since there was not a <br />quorum at the meeting, the minutes need not be approved. <br />Election of Officers <br />Mr. Shearen nominated Mr. Gourley as Chairman of the 1978 Planning and Zoning Board. <br />Mr. Reinert moved that nominations cease and the Clerk cast the unanimous ballot for <br />Mr. Gourley. Motion carried unanimously. <br />Mr. Reinert nominated Mr. Hill as Vice - Chairman of the 1978 Planning and Zoning Board. <br />Mr. Shearen moved that nominations cease and the Clerk cast an unanimous ballot for Mr. <br />Hill. Motion carried unanimously. <br />Mr. McLean's Report <br />Mr. McLean reported the Council action on December 27, 1977 on the December 21, 1977 <br />Planning and Zoning Board recommendations. Mr. McLean also noted that Mr. LeVessebr <br />had appeared at the January 9, 1978 Council meeting and his request for a variance to <br />split his lot with the provision that the easterly lot could not be built upon until <br />municipal utilities were available. <br />Mr. McLean noted Mr. Burman, County Commissioner, had appeared at the January 9, 1978 <br />Council meeting and was questioned concerning the Jonathan Home for Boys in the Anoka <br />County Regional Park. The City Clerk is to schedule another meeting with Mr. Burman <br />regarding this matter. <br />The Board was brought up to date regarding the position of West Shadow Lake Drive. <br />It is complete and has been accepted for City maintenance. <br />Mr. McLean described the property that will be acquired from Drovers State Bank for park <br />dedication in Country Lakes. The land is located south of the creek on 7th Avenue and <br />contains approximately 22 acres. It will have a picnic area, possibly a beach area and <br />boat launching area but no set ballfields. <br />Mr. McLean updated the situation regarding the proposed Otter Lake Regional Park. At <br />this time Metro Open Space is requesting a 27 acre site belonging to Mr. Blomquist. <br />The Council has invited Mr. Blomquist to the January 23rd Council meeting so that he <br />may express his feelings about this matter. <br />Mr. Mattson asked Mr. McLean what would happen if Metro Council does not approve of <br />the Council's actions or decisions? Where will it all end? Mr. McLean described the <br />agreement this City has with the Anoka County Open Space and the County's Resolution <br />regarding not taking any more land for open space. Mr. Mattson asked if Metro Council <br />would take the City to Court. Mr. McLean felt they would not go that far. <br />Mr. Shearen asked Mr. McLean if the Council would object if a property owner wanted to <br />sellhis land to Metro Open Space. Mr. McLean said that this situation has not occurred <br />and would have to wait and see. <br />
