°/6 -moi <br />October 19, 1977 <br />The regular meeting of the Lino Lakes Planning and Zoning Board was called to order at <br />8:10 P.M. October 19, 1977 by Chairman Gourley. Members present: Gourley, Reinert, <br />Shearen, Karth. Members absent: Hill, Nadeau, Schwankl. Mr. McLean, Council liason, <br />was also present <br />The minutes of the September 21, 1977 meeting were considered. Mr. Reinert moved to approve <br />the minutes as presented. Mr. Shearen seconded the motion. Motion carried unanimously. <br />Mr. McLean's Report <br />Mr. McLean reported that Mr. Paffel inquired about building a duplex and a pole building <br />on a lot in Otter Lake Estates. He was told this must go through the Planning and Zoning <br />Board since this is an Ag district and is zoned R - 1. He updated the Council on the <br />variance request from Mr. Art Rehbein and reported that the Council had approved all the <br />recommendations of the September 21, 1977 Planning and Zoning Board. The matter of cash <br />in lieu of park land dedication was discussed by the Council and invoked mixed emotions. <br />This matter will come before the Council again October 24, 1977. <br />A meeting between the Lino Lakes City Council, Hugo City Council, Anoka County Open Space <br />and members of the Metro Council Open Space for the purpose of discussing the Otter Lake <br />Regional Park was held October 17, 1977. The Cities of Lino Lakes and Hugo held to a <br />position that the Otter Lake Regional Park be removed from their System Statements. There <br />could be a possibility of negotiating for bike and/or hiking trails through this area but <br />they would remain under direct ownership and control of the Cities. They were told to <br />forget large transfers of land. <br />Mr. Shearen asked if Metro was receptive to our proposals and Mr. McLean said they were <br />passive but did not say, No. There will be another meeting on November 5, 1977 at the <br />Otter Lake Park site to walk the area and look around. <br />Mr. McLean reported that the Council held a strategy meeting October 18, 1977 to prepare <br />for the hearing scheduled for October 24, 1977. Mr. Boland of Metro Council has agreed <br />to meet with our City Council on November 9 here at City Hall to discuss the points of <br />difference. <br />Mr. Donald Allen <br />Mr. Allen did not appear before the Board <br />Mr. Art Rehbein - Variance <br />Mr. Gourley gave Mr. Rehbein a copy of Attorney Landol Locher's opinion on the buildability <br />of the piece of land he is buying from Mrs. Edith Kammerer. He further explained that <br />based on Mr. Locher's letter he felt a building permit could not be issued. <br />Mr. Rehbein said he has retained an attorney and will pursue the matter further. Mr. Gourley <br />said he was welcome to return to the Planning and Zoning Board with further information. <br />Mr. Reinert moved to recommend to Council based on the opinion of Attorney Locher this <br />variance not be granted. Mr. Karth seconded the motion. Motion carried unanimously. <br />
