September 21, 1977 <br />The regular meeting of the Lino Lakes Planning and Zoning Board was called to order at <br />8:20 P.M. September 21, 1977 by Chairman Gourley. Members present: Hill, Nadeau, Shearen, <br />Gourley, Reinert. Members absent: Karth, Schwenk!. Mr. McLean, Council Jiason was also <br />present. <br />On considering the August 17, 1977 minutes, Mr. Gourley noted that the motion on paragraph <br />7, page I was not unanimous. Mr. Hill and Mr. Gourley voted, No. <br />Mr. Gourley noted that the minutes did not reflect that Mr. Art Rehbein appeared before <br />the Board to discuss his request for a variance for a lot without front footage on a street. <br />The Clerk had checked with St. Paul Abstract and found the abstract dated December 15, 1964. <br />Our Ordinance #22 dated October 14, 1957, section #3 requires that no building permits will <br />be issued for any construction unless the building site is located on an existing street. <br />The Clerk was instructed to forward these materials to Mr. Locher. <br />Mr. Hill moved to accept the minutes as amended. Motion seconded by Mr. Nadeau. Motion <br />carried unanimously. <br />Mr. Reinert arrived at 8:25 P.M. <br />Mr. McLean's Report <br />Mr. McLean reported that the Public Hearing for Carole's Estates had been held and the plat <br />approved. He explained the situation regarding the new street being constructed in Lino <br />Air Park and reported that the Council had approved all the recommendations of the August <br />17, 1977 Planning and Zoning Board. <br />On September 12, 1977 the Council held a Public Hearing on the sewer service zoning map and <br />had approved the map. This map deals with Urban Sewer Service Districts i and 2. The Council <br />did not act on any other service area and all other areas remain rural. <br />Mr. Leonard Thoney - Variance <br />Mr. Thoney presented a request for a variance to split a lot creating two lots with less than <br />150' frontage and less than 22 acres. After discussion Mr. Shearen moved to recommend to <br />the Council that a variance be granted to divide a lot of 273.4' into two lots, one with a <br />frontage of 135' and one with 138.44'. Mr. Reinert seconded the motion. Motion carried <br />unanimously. <br />Mr. Art Rehbein - Variance <br />Mr. Rehbein had a copy of a variance granted in September, 1972. The Clerk was instructed <br />to send a copy of this variance to Attorney Locher and check the minute book to determine <br />the reason for the variance. <br />Mr. Lee Robinson - Variance <br />Mr. Robinson requested a variance to split out a piece of land less than 21 acres from an <br />existing parcel. After discussing how this division would affect future development, Mr. <br />Reinert moved to recommend to Council that this variance be granted but that the depth of <br />the lot be changed to 267' from the road right of way to line up with the existing rear <br />easement. Mr. Shearen seconded the motion. Motion carried unanimously. <br />Old Business <br />
