Page -2- <br />September 21, 1977 <br />Mr. Nadeau asked at what point was Mr. Scherer's Special Use Permit. He was told that the <br />Council is waiting for a statement from the company that manufactures the furniture stripp- <br />ing material. <br />Mr. Gourley asked the Clerk to contact neighboring communities and ask what their sign permit <br />fees are and forward this information to him. <br />Mr. McLean noted that as of July 1, 1977 all farm residential buildings require building <br />permits. Our Ordinance #66 effective August 8, 1977 requires a land use permit for all <br />agricultural out buildings. The reason for the land use permit is to control the location <br />of the buildings. <br />New Business <br />Mr. Gourley said the Planning and Zoning Board has been asked to consider the question of <br />money in lieu of Park land. <br />The current ordinance requires all developers to dedicate 10% of the platted area for parks <br />or the cash value of 10% of the platted area. This value is usually negotiated with the <br />developer. <br />Mr. Glenn Rehbein has suggest to the Council on July 25, 1977 that they consider a flat fee <br />per lot for park dedication where land dedication was not applicable. This would equalize <br />the cost to the developers and the cost would be known'immediately. This fee could be coll- <br />ected at the time a building permit fee was collected. <br />Mr. Shearen asked if the fee would be collected when every house building permit was issued <br />whether or not the house was located in a platted area. Mr. McLean said this had been sugg- <br />ested. <br />Mr. Shearen said he would ask other builders how this is handled in other cities. <br />Mr. Nadeau felt if this fee is collected from all new building permits the 10% of the value <br />of the property would probably have to be lowered. <br />Mr. Gourley wondered what is wrong with continuing as we have in the past. Its difficult <br />to negotiate. <br />Mr. Shearen felt the whole thing should be dropped. <br />Mr. Nadeau felt that it was not fair for the entire City to pay for parks in a new develop- <br />ment. <br />Mr. Gourley felt the people creating the need should pay for it. <br />Mr. McLean suggested dealing with plats on a continuing basis and recommend a flat fee for <br />individual new lots. <br />Mr. Hill asked about the park dedication in Country Lakes. Mr. McLean explained that a meet- <br />ing is scheduled with Mr. Kronholm for September 27, 1977 to finalize the park situation. <br />
