August 17, 1977 <br />- Page Two - <br />Larry Swistoske and Nina Chorewycz had written a letter to the Planning <br />and Zoning in reference to the Boyd property on 81st Street East. They are <br />in the landscaping business and want to purchase the Boyd property for that <br />purpose. They had been invited to attend the Planning and Zoning meeting to <br />answer questions. The largest piece of equipment they have is a dump truck <br />and a bob cat. Mr. Nadeau felt they should have a special use permit and <br />Mr. Swistoski pointed out there is 17+ acres and their business is classified <br />as agricultural. <br />Mr. Karth felt this lands backs up against the freeway and is the best use <br />for the land. Mr. Shearen felt that no permits are necessary Mr. Hill <br />did not feel a special use permit was necessary. <br />Mr. Nadeau felt a special use permit was needed. Mr. Shearen asked, 'what <br />kind of permit for what?' Mr. Nadeau said for parking a commercial vehicle <br />in an ag zone.' After some discussion, Mr. Karth moved to recommend to the <br />Council that if a special use permit is felt to be required by the Council, <br />the Planning and Zoning Board would concur_, providing for the storage of a <br />dump truck, bob cat, back hoe and trailer. Seconded by Mr. Shearen. Motion <br />carried unanimously. <br />Mr. Roy Stanley presented variance requests for the splitting of three lots <br />in Sunset Oaks. Each half of the lots have the requied acre with the necessaz <br />front footage on a City Street. The split was requested on Lot 1, Blk 11, <br />Lot 1, Blk 6, and Lot 6, Blk. 7. <br />Mr. Nadeau moved to recommend approval of splitting these 3 lots, granting <br />the six variances within the Sunset Oaks plat. Seconded by Mr. Shearen. <br />Motion carried unanimously. <br />Mere was some discussion on the proposal presented by letter by Mr. Volk <br />/ for requiring the installation of stteet lighting in plats by the developer. <br />The Planning and Zoning asked that Mr. Volk present a full program for this <br />proposal. <br />There were some sign permit applications for consideration. The Planning <br />and Zoning recommended approval of Lee's of Lino, Skyline Auto Body, <br />Rehbein Transit if the Council felt these signs meet the requirements of <br />the sign ordinnance. This motion was made by Mr. Shearen.Seconded by Mr. <br />Karth. Motion carried unanimously. <br />It was pointed out that no applications will be considered unless a sketch <br />is drawn showing the exact locations as to distances from right-of-ways and <br />property lines. <br />Some members of the Planning and Zoning questioned their consideration of <br />the sign permit applications. The raising of the fees was suggested as a <br />means of controlling the number of signs in the City. The Clerk was asked <br />to contact neighboring communities for their sign ordinances and fee schedule. <br />Mr. Nadeau moved to adjourn at 10:30 P.M. Seconded by Mr. Shearen. Aye. <br />
