They <br />were also concerned with the tax base on the land once it was platted. <br />The men were told the City does not impose a completion date for interior <br />streets, only that the street must be completed or some arrangement made <br />with the Council before a building permit will be issued. On the matter of <br />the tax base, they were told that the land is not revalued until some type <br />on improvement is made on the land. <br />Mr. Hill moved to recommend approval of this preliminary plat with the <br />Planner's and Engineer's recommendations being followed, the EQC to be <br />contacted and a letter from the Rice Creek Watershed Board be supplied prior <br />to a public hearing. Seconded by Mr. Shearen. Motion carried unanimously. <br />Mr. Art Rehbein presented a request for a building permit on a parcel of <br />land owned by Mrs.Edith Kammerer that only has access over a 30 foot ease- <br />ment. The property has no frontage on an existing street. Mr. Gourley <br />felt that Mr. Rehbein should document the date of recording of this parcel <br />of land. He said if this land had been recorded before the Ordinance was <br />passed, then he should apply for a variance to the frontage requirement. <br />The System Statement as submitted by the Metropolitan Council was considered. <br />Due to the fact of the special hearing called by the EQC and scheduled for <br />July 28, 1977 at 7:00 P.M. here at the City Hall, Mr. McLean felt it very <br />important that the issue of the open space suggested by the Metro Council <br />for the Bald Eagle and Otter Lake area be discussed this evening. The EQC <br />hearing deals with the plat of West Oaks of Bald Eagle and encompasses the <br />land proposed for open space by the Metro Council. <br />Mr. McLean felt the agreement worked out between the City and the Anoka <br />County Board of Commissioners would relate to all points of the Chain of <br />Lakes Parks. This should be done in an affirmative manner. <br />On the subject of the Planned open space for Otter Lake and Bald Eagle, <br />several statements are erroneous. The City of Lino Lakes has never been <br />approached by either Ramsey County or the Metropolitan Open Space on this <br />matter. Also, in the matter of use of the facility by the City, there has <br />never been any considertion by this City for that land to be included in <br />an open space program. The City's plans for park area and their uses by <br />the City has never included that area. <br />The Agreement with Anoka County will also relate to this area in that the <br />establishement of the Chain of Lakes was a one time acquisition and no other <br />lands within the City of Lino Lakes will be acquired for OPen Space. The <br />City concurrs with Washington County's position to delete this suggested <br />open space plan from the system statement. <br />It was felt the suggestion from Washington County that the trail system be <br />was arouted aroung the Southern end of the, lake and be contained entirely within <br />good'Ramsey County/ It should also be, emphasized this City cannot afford the <br />idea.services of the Metro Council - they are erroding our tax base. <br />The Clerk; Planner and Engineer with meet and formulate a statement for <br />Council consideration at the Monday night Counbil meeting. <br />Mr. Gourley said he had been contacted by the resident on Glenview who wants <br />to build a garage and questioned whether he had to stay 30' from his East <br />side lot line. This is the center line in the lots in the Lakeview area <br />
