Page -2- March 16, 1977 <br />by Acton Construction. Mr. Arnt also submitted a letter from Mr. Paul Miller's attorney <br />granting Mr. Arnt a non-exclusive access to his building. The Board told Mr. Arnt that <br />the building must have about I50r to 180T fronting on a dedicated City Street. They <br />asked Mr. Arnt to contact Mr. Miller and have him bring the driveway up to City Street <br />standards and dedicate it as a City Street and then the Board could consider his request <br />for a building permit. <br />Mr. Glenn Rehbein presented his preliminary plat of the unnamed plat north of Birch <br />Street. He has re -aligned the entry road with Hokah Drive in Shenandoah and has <br />left provision for future expansion and possible acess on the east and west. Mr. Karth <br />suggested that these two accesses be directly accross from one another. <br />Mr. McLean said since this plat abuts the Anoka County Open Space he would suggest Mr. <br />Rehbein denote cash rather than land for park. Mr. Reinert said he has some reservat- <br />ions about strip platting. Mr. McLean asked Mr. Rehbein if he had sought out the feelings <br />of the adjacent neighbors. Mr. Rehbein said he had bought the land from Mr. Apitz on <br />the west and Mr. Apitz knew his intentions at the time. Mr. Rehbein did not comment <br />on Mr. Spe.iser's feelings. <br />Mrs. Schwankl felt the street should be straighten after it enters the plat. <br />Mr. Gourley told Mr. Rehbein he should continue with his plat by sending copies of the <br />plat to the City engineer, planner, Rice Creek Watershed Board and DNR. <br />Mr. Rehbein presented his preliminary plat for Shenandoah II. Mr. Shearen noted that <br />the park land in this plat lines up with the park in Shenandoah. Mr. McLean noted there <br />were two lots with less thatn 75' frontage. Mr. Hill asked Mr. Rehbein if the park area <br />was low and in danger of flooding. Mr. Rehbein felt it was not but would see that it <br />was properly drained. Mr. Hill asked about parking cars in the area. The Board felt <br />that since this is a neighborhood park there would be no problem. Mr. Rehbein said it <br />would be graded and seeded. <br />Mr. McLean suggested Mr. Rehbein name the streets. <br />Mr. Shearen moved to recommend approval of the preliminary plat of Shenandoah 11 subject <br />to the planner, engineer and Rice Creek Watershed Board recommendations and that all lot <br />sizes be at least standard size. Mr. Karth seconded the motion. Motion carried unanimously. <br />Mr. Clover appeared before the Board and asked approval for a trailer house to be used <br />as an office ori 20th Avenue where his kennels are located. Mr. McLean noted other resid- <br />ents who had made the same request and were denied. The Board told Mr. Clover that they <br />will continue this practice. Mr. Clover thanked the Board for hearing his request. <br />Mr. & Mrs. Maisio presented their request for a special use permit to keep a horse on <br />his brothers 8.1 acres north of their residence in Norden Manner. Mrs. Maisio said the <br />horse would be corralled on their lot behind the lot on which they live. After discuss- <br />ion the Board told Mr. & Mrs. Maisio that if the horse was kept completely on his bro- <br />thers acreage a special use permit was not necessary. However, if the horse was to be <br />corralled on their lot another special use permit would be necessary. The Clerk was in- <br />structed to talk to the City Attorney about this matter. <br />Mr. Ulmer presented his plat of Rice Lake Addition. He asked the Board if they thought <br />it was a realistic plan and could he continue with it. <br />Mr. Gourley suggested the street that comes off of 2nd Avenue be squared off not rounded. <br />
