Mr. Hill suggested that Mr. Ulmer might have problems with one of his neighbors. <br />Mr. Gourley asked if the owner of the hobby farm to the north was aware of the suggested <br />roadway. Mr. Ulmer said, Yes. <br />Mr. McLean suggested that since Sunrice Park was so near that a cash donation rather <br />than land for park purposes would be more appropriate. <br />Mr. Gourley asked Mr. Ulmer to have his plat redrawn with the suggested changes and send <br />copies to the City planner, engineer and Rice Creek Watershed Board for their comments. <br />The Board thanked Mr. Ulmer for appearing tonight. <br />Mr. Tim Rehbine presented his request for a variance to split a parcel of less than. <br />22 acres. Mr. Gourley asked the Board if there were any questions. There were none. <br />Mrs. Schwankl moved to recommend approval of these variances. Mr. Shearen seconded <br />the motion. Motion carried unanimously. <br />Mr. Rehbine submitted a new drawing of his plat located south of Main Street. Mr. Gourley <br />asked if the lots were at least one acre in size. It was determined they were not. <br />Mr. Shearen explained the problems we were having with Metro Council and minimum lot sizes. <br />Mr. Gourley suggested that Mr. Rehbine redraw his plat lot sizes at least one acre and <br />send the City planner, engineer, and Rice Creek Watershed Board a copy of the plat for <br />their comments. If these requests are returned to the Clerks office before April 11, <br />1977 the Clerk will put him on the agenda for April. The Board could then review the <br />plat for preliminary approval. <br />United Tires request for a variance for their building was considered. Since there was <br />no one there to represent United Tire, Mr. Hill moved to table the request until the next <br />meeting. Mr. Reinert seconded the motion. Motion carried unanimously. The Clerk was <br />instructed to contact Mr. Rasmussen and ask him to appear at the April meeting. Akso <br />the fee of $25.00 has not yet been received. <br />Mr. Ken Kaiser appeared before the Board and explained his plan to purchase the convent <br />at St. Joseph's Catholic Church for the purpose of a half way house for persons ages <br />15 to 30 years of age who have just been released from a chemical treatment facility. <br />There could be as many as 14 people living at the halfway house at one time. <br />Mr. Kaiser was asked if this is a commercial venture, is it a profit making venture? <br />He said, Yes. Mr. Gourley asked the problem of a profit venture located on tax exempt <br />property. Mr. Kaiser said he would like to purchase the property or at least obtain a <br />long term lease. <br />Mr. Kaiser was told that the convent did not front on a dedicated City street and this <br />problem would have to beresolved if he purchased the property. <br />Mr. Gourley asked Mr. Kaiser to complete a special use form. He also asked that a copy <br />of Mr. Kaiser's proposal to the church be attached to the special use request form. <br />When these items are received in the Clerks office, Attorney Locher will be asked for his <br />opinion. <br />The Board thanked Mr. Kaiser for coming. <br />Mr. Gourley said Mr. Hendrickson had called him regarding Moline Concrete. The Clerk <br />had received a communication from Moline saying they are willing to do whatever necessary <br />
