(2.0, <br />August 18, 1976 <br />OK. <br />The regular meeting of the Lino Lakes Planning and Zoning Board was called <br />to order at 8:05 P.M. on August 18, 1976 by Chairman Gourley. Members present <br />Hill, Kelling, Karth, Reinert, Shearen. Mr. McLean, Council Liaison, was <br />also present. Absent; Nadeau. <br />Mr. Reinert moved to approve the minutes of July 21, 1976 as presented. <br />Seconded by Mr. Kelling. Motion carried unanimously <br />Mr. Nadeau arrived at 8:15 P.M. <br />Consideration of the Air Park as proposed by Mr. Kolstad, was the first item <br />on the agenda. Letters from the Planner, Minnesota State Aeronautical Board, <br />Rice Creek Watershed Board and the Engineer were read. There was discussion <br />on the requirement for the fence to be moved. Mr. Kolstad said this would <br />be doneas asked for by the Aeronautcial Board. There was discussion on the <br />feelings of the adjoining property owners. Mr. Kolstad felt there was none. <br />Mr. Nadeau felt notification of these property owners was necessary in a <br />case such as this since there might be objections to the air strip. <br />After some discussion, Mr. Reinert moved to recommendto the Council, a Public <br />Hearing be set for the final plat, with the Planner's recommendation for <br />approval be received in writing, and the Clerk to notify all property owners <br />within at mile of the air park. Seconded by Mr. Kelling. Motion carried <br />un n m usly. <br />Mr. Blaine Edmundson, developer of Colonial Woods, was heard. Since all <br />papers were in order, Mr. Karth moved to recommend to the Council the Public <br />Hearing on this final plat be set. Seconded by Mr. Shearen. Motion carried <br />unanimously. <br />Mrs. Butters, concerned with property located at the end of Marshan Lane was <br />not present. Chairman Gourley asked the Board to consider the request of <br />Mrs. Van Blaricom at this. time. <br />Mrs. Van Blaricom's home had been destroyed by fire. She is asking permission <br />to put a mobile home on her property while the residence is being rebuilt. <br />Her husband is out of town and at the present time the family is split. Since <br />school begins next week, she would like to get things settled in order for the <br />children to be able to attend. <br />Mr. Nadeau felt that she must have permission of all property owners within <br />three hundred feet of this property. He suggested she obtain living quarters <br />in a motel. Mr. Hill felt this Board did not have the authority to approve <br />this matter since this is a recommending Board, He asked if she could wait <br />until Monday, for Council approval. <br />Mrs. Van Blaricom felt that would not be practiable, she needs a place to <br />live now. <br />After some discussion, Mr. Kelling moved to recommend Mrs. Van Blaricom be <br />given a 90 day permit to move a mobile home on her property in Shenandoah. <br />Seconded by Mr. Reinert. Motion carried with Mr. Nadeau voting, No. Mr. <br />McLean instructed the Clerk to poll the Council by phone for their vote since <br />this is an emergency. He gave his consent at this time. <br />A request to split a parcel of land locted on Birch Street and owned by Mr. <br />Emmett Leibel was presented for Board consideration. This parcel of land <br />has 208' frontage on Birch Stree with a depth of 418'. Mr, Leibel is pro- <br />
