June 16, 1976 <br />The Planning and Zoning Board met on June 16, 1976 at 8:00 P.M. Mr. Gourley <br />Chairman, was absent due to conflicting meetings. Mr. Nadeau, Vice -Chair- <br />man, resigned from that position and asked for a motion to accept his resign- <br />ation. <br />Mr. Kelling moved to relieve Mr. Nadeau of his duties as Vice -Chairman for <br />this meeting only. Seconded by Mr. Shearen. Motion carried. <br />Mr. Shearen moved to appoint Mr. Kelling as Chairman of this meeting. Sec- <br />onded by Mr. Karth. Motion carried. <br />Mr. Kelling called the meeting to order at 8:20 P.M. Members present; Karth, <br />Nadeau, Shearen. Absent; Gourley, Hill. Mr. McLean was also present. <br />Mr. Shearen moved to approve the minutes of May 19, 1976 as presented. <br />Seconded by Mr. Nadeau. Motion carried unanimously. <br />The first item on the agenda was the consideration of an 80 acre parcel to <br />be divided into 2g acre lots with a private airstrip. This was presented <br />by Mr. Roger Kolstad. The lots would run to the center of the airstrip and <br />would be a corporate holding by the owners of all the lots. <br />The preliminary plat has two street, both dead ending at the Western edge <br />of the property. Mr. Kolstad explained this was for the purpose of discour- <br />aging traffic. He also requested the requirement of curbing be eliminated <br />since planes will be taxiing from the strip to parking on the lots. <br />Mr. Kolstad said the streets could be wrapped around at the West end but he <br />would prefer not to if possible. <br />Mr. Kelling said this would have to be forwarded to the Planner and the <br />Engineer for their recommendations. <br />Mr. Nadeau asked about the adjoining property owners and Mr. Kolstad said <br />he had consulted with the owners to the North and South of the property <br />and had found no objections. It was suggested he also talk with the owners <br />of the land to the East and West. Mr. Kolstad said he would. <br />Mr. Nadeau asked about the requirements of the aeronautical board and Mr. <br />Kolstad said he has an appointment on June 17, 1976 to discuss this matter <br />with them. Mr. Kolstad said this would be a 2500 foot airstrip and would <br />be for the 32 people who own the adjoining lots. This is not a public air- <br />port. <br />Mr. Karth asked where the planes would be worked on and Mr. Kolstad said <br />possibly in the private hangers or the planes could be taken to Forest Lake <br />or the Anoka Airport for checks and maintenance. There are some mechanics <br />who will come to the private homes and do themaintenance at that location. <br />Mr. Shearen moved to submit these plans to the Planner and Engineer for their <br />recommendations. Seconded by i1r. Karth. Motion carried unanimously. <br />Mr. Blackbird, representing North -Northeast Realty, presented the Board with <br />a revised plat for Pine Haven. There was also an extensive report from <br />Dolan Engineering. Mr. Short and Mr. Gotwatd both concurred with the re- <br />commendations of that firm. <br />
