rage lnree May 26, 1976 <br />Mr. Barton said they are in the process of re -defining the sewer service <br />'boundaries and no decisions have been made on this. They are aware of the <br />"problem. <br />Mr. Zelinka said the Metropolitan Council is asking the City to define what <br />the City will not do as to service - Can the Metropolitan Council tell us <br />what they will do as to when service will be where. Mr Zelinka felt this <br />is a two-way street. <br />Mr. Barton agreed. The Metropolitan system statement due before July 1, 1977 <br />will state the capacity of a systen and when that capacity will be available <br />to the communities. This statement must be completed by the above date. <br />Mr. Zelinka asked, if it would not be benificial to the staff if some person <br />with expert knowledge said in on the evaluation sessions. He was speaking <br />particularly of Mr. Gotwald. <br />Mr. Barton said the statement will be based on population forecasts - once <br />the statement is out it can be reviewed by the local communities and the <br />problems worked out. If it should come to an impasse, there is provisions <br />for an appeal. <br />Mr. Zelinka felt it would be better to the the information and do it correct <br />in the first place and save the time and cost of revision. <br />Mr. Barton said this statement does not lock anyone into anything since it <br />must be reviewed and revised once every four years. So, even though service <br />to certain areas may be noted in the original statement, in four years it <br />could be revised to exclude this area. <br />Mr. McLean asked the meaning of 'low density'? Mr. Starr said less than <br />40 units per square mile. The lot sizes may vary - not necessarily a <br />required 10 acre lot. Mr. Barton said this requirement is being reviewed <br />for possible changes. <br />There was general discussion on the requirements. Mr. Starr will get copies <br />of the model ordinance on septic systems and monitoring these systems to <br />the Planner and the Engineer. They will also get copies of the ones used <br />to formulate the model. Mr. Gotwald asked if the design will conform to <br />the PCA regulations and it was felt that it would. <br />Mr. McLean said then what the Metropolitan Council is looking for is 1) <br />septic system controls and monitoring, 2) lot sizes, 3) define the urban <br />service area and 4) the rural service area. <br />Mr. McLean wondered if the zoning classifications as set up in Ordinance <br />#56 would need to be changed and Mr. Barton felt that just additions would <br />be necessary. <br />There was discussion on the Lexington Park Lakeview area and the need for <br />utilities in that area. <br />Mr. Barton felt if this Board can agree to the general outline, they will <br />refine the requirements. A special meeting was set for 7:30 P.M., June 7, <br />1976 for more consideration. This will give the Council time to finalize <br />the Resolution at the last regualr meeting in June. <br />Mr. Nadeau moved to adjourn at 10:15 P.M. Seconded by Mr. Shearen. Aye. <br />
