4 <br />May"19, 1976 <br />The regular meeting of the Lino Lakes Planning and Zoning Board was called to <br />order by Acting Chairman Mr. Nadeau, at 8:15 P. M., May 19, 1976. Board members <br />present; Kelling, Hill, Shearen, Karth. Absent; Houle, Gourley. Mr. McLean was <br />also present. <br />Mr. Kelling moved to approve the April 21, '1976 minutes as presented. Seconded <br />by Mr. Karth. Motion carried. <br />Mr. Larry Brokke appeared before the Board requesting a special use permit for <br />the parking of commercial vehicles on property he has purchased located on 20th <br />Ave. S. <br />Mr. Karth asked where the trucks were parked at this time and Mr. Brokke said he <br />had been instructed by the Council to park these vehicles in Centerville and that <br />is where they are. He had cleared a spot on the property in Centerville and is <br />using the driveway on the property in Lino Lakes to park them In Centerville. <br />Mr. Karth asked just what he was asking for in the special use permit. Mr. Brokke <br />said he is asking for access through his present driveway to reach the property <br />to the North and located in Centerville and permission to park a pick up at the <br />home. <br />Mr. Karth asked for how long and Mr. Brokke said he planned to have the land in <br />Centerville ready before freeze-up. Mr. Shearen asked if six months was long <br />enough? Mr. Brokke asked to have the time extended to December 31, 1976. Since <br />he had originally planned to park all vehicles on the Lino Lakes property, he has <br />had to change some plans. Since he is parking the larger vehicles on the Center- <br />ville property, he only needs a special use permit for use of the driveway. <br />Mr. Nadeau asked about the pick up trucks over 7000#, does he have any? Mr. <br />Brokke said, yes, he has a 3/4 ton that has a gross weight of 9000#. <br />Mr. Nadeau asked Mr. Kelling to assume the Chair since he is involved in this <br />discussion on a personal basis. Mr. Nadeau assumed a seat in the audience. <br />Mr. Kelling asked Mr. Brokke to make a definite statement as to what he is asking <br />for. <br />Mr. Brokke said he is asking for a special use permit to use his driveway for nine <br />months to park his trucks on the Centerville property. <br />Mr. Hill asked how much property he owned in Centerville and Mr. Brokke said <br />eight acres. <br />Mr. Shearen said the way he interprets the Ordinance, Mr. Brokke doesn't need a <br />special use permit for access. <br />Mr. Nadeau said he parks the vehicles on the Centerville property with part of <br />the vehicles over the property line and on the Lino Lakes property. Mr. Nadeau <br />said there is at least six cars parked in the driveway each day. He also felt that <br />with eight acres of land the trucks could be parked further in on the Centerville <br />property. <br />Mr. Kelling asked if the Ordinance says that employees cannot park on their <br />employer's property? He felt the Planning and Zoning Board could not limit this <br />type of parking as long as the cars were off the street and not creating a <br />trafic hazard. <br />
