- Page One - March 17, 1976 <br />The regular meeting of the Lino Lakes Planning and Zoning Board was called to order <br />at 8:05 P.M. on March 17, 1976 by Chairman Gourley. Members present: Houle, Nadeau, <br />Hill and Gourley. Members absent: Karth, Shearen and Kelling. Mr. McLean, Council <br />Liaison, was also present. <br />Mr. Hill moved to approve the February 18, 1976 minutes. Seconded by Mr. Nadeau. <br />Motion carried unanimously. <br />Mr. Nadeau presented a land survey showing two (2) one (1) acre plots. Mr. Nadeau <br />requested a variance to construct a dwelling on each lot. Each plot has more than <br />the required frontage land and meets all other variance requirements. Metropolitan <br />Council building regulations do not apply. <br />Mr. Gourley asked if the Board could vote on this recommendation since Mr. Nadeau <br />should obstain from voting leaving only two members present to vote. The Board decided <br />to vote and ask Mr. Locher about the Legatity of the procedure at the next Council <br />meeting .(1 <br />Mr. McLean requested that all business conducted at a Planning and Zoning Board <br />meeting be put on the agenda at least 10 days prior to the meeting. He also request- <br />ed that all members should have copies of the applications for variances at least <br />10 days prior to the meeting Mr. Hill said that copies of applications for variances <br />should be sent to each Board member as they are received in the office. This proced- <br />ure would allow each member time to study the application. <br />Mr. Hallblade did not appear before the Board. <br />Old Business: <br />Mr. Gourley asked Mr. Houle and Mr. Nadeau if they looked over the sign ordinance. <br />Mr. Nadeau said he needed more time to go',over this ordinance. <br />Mr. McLean said he had looked over some other cities sign ordinances and said our <br />ordinance could be shortened and revamped. He said the State had once said any <br />community could send their sign ordinance to the State and have it certified. <br />Our ordinance was sent to the State for certification but no sign for any comm- <br />unity was ever certified. <br />Mr. Hill requested that the Clerk send him a copy of Ordinance #51 in the mail. <br />Mr. Hill said the ordinance could be shortened and clarified. Each portion of <br />the ordinance should be clarified so that when an application for a permit is <br />received the application could state to which section of the ordinance the app- <br />lication applies. The ordinance can be revised in what ever way the Planning and <br />Zoning Board decides. <br />The Clerk was asked to obtain copies of the White Bear Lake, Maplewood amd Fridley <br />sign ordinances. She was also asked to send copies of these ordinances to Mr. <br />Houle. <br />Mr. Houle, Mr. Nadthau and Mr. McLean are working on the sign ordinance. <br />Mr. Gourley and Mr. Hill are working on the Comprehensive Land Use Plan. <br />Mr. Shearen and Mr. Karth are working on the zoning ordinance. <br />
