Local 260 (police sergeants) <br /> �--85 current labor agreement (Postponed 12/28/2009)—Acting Administrator Tesch noted that the <br /> 86 city's police sergeants union has agreed to the same terms as the officers union (see previous item). <br /> 87 <br /> 88 Council Member O'Donnell moved to approve the memorandum of understanding as presented. <br /> 89 Council Member Rafferty seconded the motion. Motion adopted on a unanimous voice vote. <br /> 90 <br /> 91 A council member thanked both police unions for their willingness to come to an agreement. <br /> 92 <br /> 93 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br /> 94 <br /> 95 There was no report from the Public Safety Department. <br /> 96 <br /> 97 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br /> 98 <br /> 99 There was no report from the Public Services Department. <br /> 100 <br /> 101 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br /> 102 <br /> 103 6A) Approving Anoka County Agreement for Residential Recycling Program—Environmental <br /> 104 Coordinator Asleson explained that the city receives funds each year from Anoka County to be used to <br /> 105 fund solid waste recycling activities. The agreement before the council authorizes receipt of those <br /> ■.,106 funds and establishes a cooperative agreement. <br /> 107 Council Member Gallup moved to approve Resolution No. 10-06 as presented. Council Member <br /> 108 O'Donnell seconded the motion. Motion adopted on a unanimous voice vote. <br /> 109 <br /> 110 6B) Pine Street Paving Improvements, i) Approving Paving Improvements Joint Powers <br /> 111 Agreement; and ii) Approving Maintenance Joint Powers Agreement; and iii) Authorizing <br /> 112 Preparation of Plans and Specifications—City Engineer Studenski explained that residents of Pine <br /> 113 Street approached the city some time ago asking that thier dirt street that is shared with the City of <br /> 114 Columbus be paved. A feasibility study was prepared, the waiting period required under the city <br /> 115 charter has expired and now staff is recommending proceeding with the agreements before the <br /> 116 council. This would be a joint project with the City of Columbus. <br /> 117 <br /> 118 Council Member Roeser moved approval of Resolution No. 10-07 approving a joint powers <br /> 119 agreement for improvements as presented. Council Member Gallup seconded the motion. Motion <br /> 120 adopted on a unanimous voice vote. <br /> 121 <br /> 122 Council Member O'Donnell moved approval of Resolution No. 10-08 approving a joint powers <br /> 123 maintenance agreement as presented. <br /> 124 <br /> 125 A council member asked if there is a point of evaluation in the contract to ensure equity and staff <br /> 126 replied that the topic can be brought up at any point in the contract period, adding that staff is <br /> \.27 particularly comfortable since the agreement has essentially be in place for a long time and equity has <br /> 128 not been a problem. <br /> 3 <br />
